Field 4: Provisional Categorization

MS 1974.65 · Practices and doctrines

Definition and scope

Field 4: Provisional Categorization is the fourth and, under most recensions, decisive entry of the OVC-1a assessment form, in which a holding under examination is assigned a provisional code pending formal categorization. Its contents are governed by Form M-7b (Rev.), which specifies the admissible codes; its authority derives from the Fifth Concordance, which provides that a categorization entered in Field 4 remains provisional for one fiscal quarter, during which it may be ratified or contested.

The field sits at the junction of two administrative obligations that have never been fully reconciled: the requirement that a holding be classified before it can be handled, and the requirement that classification be confirmed before it can be trusted. Field 4 resolves this by making the classification real enough to shelve and not real enough to argue with. Holdings processed under its authority are housed under Provisional Shelving until permanent placement is decided.

Relation to Form M-7b (Rev.)

Field 4 has no independent vocabulary. Every code a Triaging Officer may enter is drawn from Form M-7b (Rev.), which was revised most recently under the authority of Addendum 12 and whose code table is reproduced in the margins of every OVC-1a issued since the recension of the Sector 7 drafts. Officers are permitted to enter codes not present in Form M-7b (Rev.) only where the holding has been physically delivered to the desk before the form was printed; such entries are recorded in the "other" box and are, in practice, never ratified.

The relationship is one-way and a source of standing irritation to the Department of Categorization & Cross-Referencing, which maintains that a form specifying codes for a field is itself a classification and should therefore appear in some Field 4 of its own. The Department's annual submissions on the point have been acknowledged and filed without action since the last concordance cycle.

Provisional status and the fiscal quarter

Under Fifth Concordance, a provisional designation entered in Field 4 governs containment and transport — the Status Field carrying the operative instructions — but does not settle identity. For one fiscal quarter the holding is neither what the officer said nor anything else; it is the code, and the code may be revised. The quarter runs from the first day of the quarter in which the form is signed, not from delivery, which has produced the familiar circumstance of a holding arriving on the last day of a quarter and being provisional for three days.

Revisions within the quarter are entered on the reverse of the form and initialed. Revisions after ratification require Re-categorization proceedings, which are slower, louder, and, since the Amnis desk incident of the third winter, involve a second officer.

"A provisional categorization is a sentence spoken at conversational volume; it carries, but it may be retracted before the room empties."

— Senior Indexer Elira, Substratist Note 4, on the reading of Field 4

Disputed reading

Two readings of Field 4's purpose are current. The Substratist position, following Senior Indexer Elira, holds that the field records what the holding is toward — its likely destination and behavior under handling — and should be read forward. The counter-position, associated with the clerks of Floor 1004 and their allies in the Directorate of Field Verification, holds that it records what the holding has been shown to be in the minutes before the form was completed, and should be read backward.

The distinction is not academic. Under the forward reading, a holding that behaves differently during its provisional quarter is expected to, and no amendment is required. Under the backward reading, the same divergence invalidates the entry. The Third Concordance, Schedule 12 appears to endorse the backward reading in clause 7(a) and the forward reading in its annex, and no subsequent concordance has adjudicated between them.

Attempts to settle the matter through the Cross-Referential Mandate have produced a further problem: cross-reference tables treat Field 4 codes as stable identifiers, so that a re-categorization silently rewrites prior citations. The Census Field Manual: Provisional Addendum, which governs field census operations under Addendum Proviso § 4, sidesteps the issue by copying Field 4 entries verbatim into its own tables without transcribing the accompanying status, on the grounds that census work does not move things.

Field practice

In the field, Field 4 is completed last and read first. Officers trained under Librarian-Provisional Aris enter the code only after the intent of the holding has been categorized and before confirmation, a sequence Aris regarded as the essential discipline of the form. Officers trained at Provisional Architecture or on the regional routes catalogued in the Substantiary Corridors, Regional Registry tend to complete it first, on the reasonable grounds that the rest of the form is easier to write once the holding has a code.

Where the two habits collide, the resulting form is usually ratified, occasionally contested, and in at least one documented case returned to the officer with a request to explain which order they had intended.

Standing notes

Unattended Field 4 entries are not to be left in direct sunlight, as the carbon impressions fade faster than the primary hand. Officers are reminded that a holding whose Field 4 is blank has not been assessed, and that the shelf it is nonetheless occupying is not provisional shelving but a shelf, and should be reported as such.
