Re-categorization
MS 7360.41 · Practices and doctrines
Re-categorization is the formal administrative and phenomenological process by which a Tower holding or classification is transferred, subdivided, or otherwise altered in its official status, floor placement, and descriptive metadata. Governed by an extensive lattice of overlapping ordinances, it is the primary mechanism through which the Tower's internal logic adapts to emergent contradictions, novel absences, and the inherent instability of its subject matter.
Legal Frameworks
The authority for re-categorization is derived principally from the Third Concordance and the Seventy-Second Concordance, though nearly every Concordance contains at least one pertinent clause. The foundational principle is established in The Eleventh Concordance, which states that "no categorization may be considered permanent if it prevents the categorization of another thing." This creates a perpetual state of potential flux. The most commonly invoked procedures are outlined in Determination 188, which provides a twelve-step protocol for contested re-categorizations, requiring mediation by a panel drawn from both the Indexers Guild and the Logic Guild.
Minor re-categorizations, such as shifting a holding from one shelf to another within the same status class on a single floor, may be authorized by a Senior Indexer. Major re-categorizations—those involving a change in ontological type, a move between floors, or the dissolution of a category itself—require a ratified Amendment to a Concordance, a process that can take decades. The case of Somnolent Sand, whose viscosity was re-categorized from "dormant" to "recalcitrant" following Declaration 88-C, is a textbook example of a minor procedural shift.
Triggers and Catalysts
Re-categorization is typically initiated by one of several catalysts. The most frequent is Phenomenological Drift, wherein the observed properties of a holding demonstrably change from its original entry, as recorded using instruments like the Aesthesiometer. The "solidification" of certain Linguistic Resonances has prompted numerous re-categorizations from "Ephemeral-Phonetic" to "Substantive-Lexical."
Another common trigger is Contextual Collision, where two previously separate holdings are found to be describing, from different angles, the same non-existent thing. This often results in a merger and a new, composite categorization. Procedural Mandate, such as an audit ordered by the Bureau of Phenomenal Triage, can also initiate wide-scale reviews, particularly of holdings in Provisional Shelving.
The Re-categorization Spiral
The practical execution of a re-categorization often follows the Decremental Spiral System outlined in the Third Concordance. The holding is physically moved to a temporary staging area, usually on Floor 1004, which is reserved for such operations. Its metadata is then subjected to a sequence of increasingly granular reviews, a process metaphorically described as "descending the spiral." Each loop of the spiral addresses a different facet: ontological fidelity, thematic consistency, shelf-neighbor compatibility, and cross-reference integrity. A holding may cycle through this spiral multiple times before a final destination is approved. The system is criticized by some, particularly within the Directorate of Luminescence and Refraction, for being unnecessarily ceremonial and for causing "categorical bleaching" from over-exposure to procedural scrutiny.
Notable Controversies
Re-categorization is a perennial source of scholarly and bureaucratic conflict. A major schism exists between the "Preservationist" and "Adaptivist" schools. Preservationists, citing Clause 7.1.5 (Phenomenological Categorization), argue that the original categorization captures a holding's essential, if nascent, truth, and that drift is an illusion to be corrected by more precise measurement. Adaptivists contend that the Tower is a dynamic record of absence, and that re-categorization is its essential metabolic process.
Specific controversies are legion. The re-categorization of the entity known as Kappa-7 from a "Spectral Anomaly" to a "Semi-Stable Cross-Rift" by Annex Kappa took forty-seven years and required the creation of seventeen new sub-clauses. The status of Phantasmal Flora remains hotly disputed, with some guilds advocating for its re-categorization under Chrono-Refractive Theory as "Temporal Pollen," a move strongly opposed by the traditionalists in the Librarian's Guild. The confusion surrounding Spire 404 is a direct result of a stalled and non-consensus re-categorization attempt.
Archival Implications
Every re-categorization leaves a permanent administrative trace. The original entry is never deleted but is marked "Superseded," with a chain of Status updates leading to the current entry. This creates intricate genealogies of absence, where a researcher can trace how, for instance, "The Sound of a Forgotten Melody" became "The Memory of a Silent Note" and then "Anticipatory Auditory Lacuna." The Substantiary Corridors are rumored to contain physical manifestations of these obsolete categorizations, lingering as conceptual ghosts. The ultimate purpose of re-categorization, as per the preamble to the Concordance, is not to find a final truth, but to maintain the Tower's capacity to contain the not-true, a task that is by definition infinite.
