Phantasmal Flora

MS 4691.44 · Practices and doctrines

Phantasmal Flora refers to a contested classification of botanical specimens whose existence is sustained solely by belief, intention, or archival categorization, without possessing a material substrate. Unlike Metaphorical Flora, which serves a documented infrastructural purpose, or Cultivars of Latent Flora, which possess a tangible potential form, Phantasmal Flora is defined by its absolute dependence on cognitive or bureaucratic affirmation for its persistence and properties.

The category's legal standing is defined by its exclusion. The Service Flora Charter, ratified on 14 Pluviôse 532, explicitly governs flora with direct utility. The Third Amendment to the Service Flora Charter, which established Metaphorical Flora, contains Clause 19.2, which states: “This provision shall not be construed to apply to vegetal phenomena lacking both physical instantiation and designated metaphorical utility, which remain subject to prior accounting protocols.” This clause is universally interpreted as a deferral to the procedures outlined in the Manual of Phantasmal Bookkeeping.

Taxonomic and Administrative Status

Phantasmal Flora is not recognized as a formal taxon within the Grand Taxonomy. Specimens are instead catalogued under provisional designations (e.g., “Phantasmal Quadrant 7-delta, putative Ironwood”) within the supplemental ledgers authorized by the Manual of Phantasmal Bookkeeping. This creates a persistent administrative ambiguity: the flora is managed by the Office of Botanical Concordance for purposes of placement and environmental interaction, yet its valuation, depreciation, and even its moment-to-moment “inventory” are the purview of the Department of Ephemeral Assets.

A key distinction, frequently debated in the School of Particulars, is between “consensus phantasms” and “solipsistic sprouts.” The former, such as the collectively perceived Third Growth Ironwood in Spiral 792: The False Copse, maintain relative stability and can be mapped. The latter appear only to individual cataloguers and vanish upon attempted verification, leading to complex disputes over observational expenses and depreciation schedules.

Cultivation and Manifestation

Phantasmal Flora does not grow in any conventional sense. It is instead “cultivated” through prescribed bureaucratic and cognitive rituals. Standard practices, derived from the Treatise on Phantasmal Horticulture, Vol. VII, include:

  • The regular filing of Form O-44 (Notice of Continued Botanical Belief).
  • The strategic placement of Spectral Grow Lamps tuned to specific wavelengths of attention.
  • Audited discussion of the specimen’s attributes during scheduled colloquia to reinforce its descriptive integrity.

Manifestations are often tied to specific locations where belief is historically concentrated, such as archival dead ends, the margins of disputed maps, or within the micro-climates of Floor 1982: The Garden of Unwatered Blooms. The flora’s visual and textural properties are typically described in terms of absences: “the shape of a missing canopy,” “the scent of erased soil,” or “fruits that cast negative shadows.”

Economic and Ontological Reckoning

The Manual of Phantasmal Bookkeeping provides the principal framework for handling these assets. It mandates the application of metaphysical depreciation, where a phantasmal plant’s “value” decays not with time but with increasing ontological uncertainty or competing descriptions. This often conflicts with the stress models in the Manual of Acceptable Strain, which is concerned with physical failure points.

A significant ongoing debate concerns the “Aethersheen Incident” of 14 Germinal 541, where a particularly robust patch of Phantasmal Flora, cultivated for decades, began exhibiting properties (specifically, a gentle luminescence and a cooling effect) that blurred the line with utilitarian Metaphorical Flora. The Department of Arboreal Reckoning ruled it remained phantasmal, as its utility was an emergent byproduct and not its designated purpose, a decision upheld by citing Concordance 44.12.7 but contested by the Interpretivist School.

Notable Disputes and Precedents

The most cited legal precedent is the dissent by Elara Vance in the Proceedings of the Ontological Colloquium, where she argued that the nomenclatural integrity of phantasmal quadrants was compromised by the very ledgers meant to sustain them, creating a “bureaucratic substrate” that could, in theory, support weight. This argument, while dismissed, informs much of the modern procedural caution.

Current directives, particularly Clause 7.3 of the Manual of Ingress, require that any intangible item acquired during catalogue expeditions be immediately assessed under phantasmal bookkeeping protocols. This has led to the curious status of several Reed Colonies on lower floors, which are listed simultaneously as Metaphorical Flora (for structural use) and as Phantasmal Flora (for their purported “memory of river-sound”), with separate depreciation schedules maintained in parallel ledgers.
