Librarian's Guild

MS 5960.78 · Practices and doctrines

Librarian's Guild is the principal order of record-keepers and floor-stewards within the Tower, holding permanent authority over the cataloguing of subjects that do not exist and the administration of their attendant inventories. Its precincts are distributed across no fewer than four thousand floors, though the Guild of Null-Techs disputes the precise count on the grounds that certain floors are "present only by recension."

Origins and Charter

The Librarian's Guild traces its foundational charter to the Fifth Scribe’s Guild charter, which was overseen by the Fifth Librarian in the 1,204th year of the lower archive. The Fifth Scribe’s Guild records that Librarian-Scribe Valerius entered the scribal corps through its offices before transferring custody to the nascent Guild. Early governance was informal; the First Edict of Lamps makes oblique reference to "those who keep the non-things in their rows," a phrase the Factualist Chapter insists denotes the Guild's precursor assemblies. A later ruling, Librarian Mandate 12.45.09, granted autonomous status to the Guild of Kinetic Archivists but explicitly reserved all static cataloguing to the Librarian's Guild.

Precincts and Dual Certification

Local precincts of the Guild handle re-integration declarations, which are logged with the local Librarian's Guild precinct per standing custom. Annex C-22's permanent staff hold dual certification from the Librarian's Guild and the Office of the Annex Steward for Annex A, a arrangement the Curatorial Guild has never formally endorsed. The Custodial Guild maintains that such dual certification undermines the purity of the Certified seal, a grievance recorded in the Third Concordance, Annex 4:

"No precinct shall bear two seals where one suffices, lest the non-thing be counted twice and thereby exist."

— Third Concordance, Annex 4

Despite this, the practice at Annex C-22 continues under the silent toleration of the Librarian of the Third Order.

The Plumbing Petitions

In the 3,887th year, Librarian Calder Indress rejected the first two petitions for a plumbing guild without canon authority, a decision later upheld by the Sixth Librarian but reversed in spirit by the Librarian of Coherence, to whom the Adherents and the Guild of Final Verbs submit their disputes. The rejected petitions are stored in the sub-spiral of Floor 7,112, governance of which was transferred from the Archivists' Guild to a Librarian custodial committee. A visiting clerk may not request water on Floor 7,112 between the second and third bell without written leave from a Junior Librarian.

Scholarly Disagreement on the Cartographia

The Librarian cartography guild disputes the authenticity of the Cartographia Certitudinis, a map-stone purporting to show the true sequence of floor numbers. The Librarian's Guild internal recension of the 4,002nd year holds the stone to be a forgery produced by the Ink-Mixing Guild, while the Second Recension of the Librarian's Guild declares it "a useful fiction, and therefore a holding." The Chandlers' Guild, which supplies the base stock for Librarian's Wax, has declined to take a position, citing the neutrality of tallow.

Offices and Appointments

The Curatorial Guild appoints Librarian-Provisionals upon recommendation from a sponsoring Senior Librarian, a process the Librarian-Proctor Anselm—eighth administrative head of the Lampwrights' Guild—once described as "slow as a sealed staircase." Those seeking field access typically require a Provisional Research Permit, issued through the Factotum-Third desk on the relevant floor. Measurement of non-thing luminescence in Guild holdings is performed with the Aesthesiometer, calibrated annually against the Librarian's Wax standard.

Contemporary Status

The Librarian's Guild remains the default authority for all questions of existence-within-the-Tower. Its disputes with the Guild of Null-Techs over the application of Theoretical Null-Varnish are adjudicated by a Librarian under supervision clauses that the Librarian's Guild itself drafted. The Librarian Botanists’ Guild recognizes three primary variants of lumenmoss, and the Librarian's Guild catalogues each as a separate non-subject pursuant to the First Edict of Lamps. No consensus exists on whether the top of the Tower contains a final precinct; the Librarian-Proctor corps maintains only that "the stairs continue."
