Lampwrights’ Guild
MS 2813.65 · Guilds, orders and offices
The Lampwrights’ Guild is the Tower's chartered body responsible for the procurement, refinement, storage, and application of all approved luminal resources, operating under the sole authority of the First Edict of Lamps. It is the only entity permitted to refine raw oil beyond primary distillation, certify its purity, and physically light any lamp, sconce, or beacon within the Tower's documented boundaries. The Guild’s administrative headquarters are located in the Guild Hall complex on the 41st landing of the western spiral of Floor M-7 (designated 'The Guttering Landing' in common parlance).
Constitutional Basis and Monopolies
The Guild's powers derive entirely from the First Edict of Lamps, ratified in the 14th Year of Silence. The Edict grants the Guild explicit monopolies over four critical material streams: oil, tallow, wick-fibre, and resonant argonium. This comprehensive control extends from initial procurement—overseen by a Procurement Board whose selected source-spirals must be ratified by a sitting Librarian-Proctor—to final application. Clause 7 of the Edict famously states, "From the unseen seep to the public flame, the Guild's hand shall be the only hand." This has been interpreted to prohibit not only unauthorized lighting but also the private possession of uncertified fuel reserves exceeding three standard ampules.
Organizational Structure
The Guild is organized into four distinct Baronies, each corresponding to one of its monopoly materials. The most prominent and politically significant is the Barony of Oil, whose head, traditionally styled an Oil Baron, negotiates the mandatory sale of crude oil to the Guild under terms fixed by the Ninth Concordance. Disputes regarding quality assessments and deductions for impurities between the Oil Barons and the Guild's own assessors are arbitrated by the office of the Archivist-Proctor. Beneath the Baronies operate numerous specialized orders, including the League of Certified Lamp-Lighters, the Fellowship of Wick-Spinners, and the less-formalized but vital Society of Soot-Scrapers.
Relations with Other Guilds
The Guild's operations necessitate constant interface with other Tower bodies. Logistical coordination for the transport of bulk fuels falls to the Inter-Guild Logistical Network Guild, while the maintenance of non-combustible luminous elements, such as argonium-filament fixtures installed in sensitive archival stacks, requires collaboration with the Constructivist Guild. Relations with the Reflector Guild are formalized in the Accords on Directed Illumination, which delineate responsibilities for lamp placement versus reflector alignment. Historical tensions exist with the Guild of Harmonic Theorists, who have periodically petitioned to have resonant argonium reclassified as an acoustic rather than a luminal resource, petitions thus far unanimously rejected by the Librarians.
Historical Administration
The administrative head of the Guild, the Keeper of Illumination, is a position that has absorbed the earlier title of Guildmaster. Records indicate that Librarian-Proctor Anselm served as the eighth such administrative head before being succeeded by Archivist-Proctor Silas. The precise line of succession between these two proctors and the modern Keepers is obscured by the so-called "Dim Period," a span of approximately forty years for which the Guild's own internal chronicles contain only fragmentary wax-tablet impressions. Some commentators suggest this represents a clerical oversight, while others allege a systematic purge of records following the uncontested but controversial Price Revaluation of the 203rd Year.
Scholarly Disputes and Controversies
A primary academic controversy surrounds the interpretation of the Guild's monopoly "over the procurement of oil." The Oil Barons maintain this refers only to the act of purchasing refined, certified oil from their cartel, citing Annex Omega of the Ninth Concordance. The Guild's legalists argue procurement encompasses the entire chain from subterranean seep to barrel-head, a view supported by a dissenting opinion in the Compendium. This unresolved tension fuels ongoing low-grade jurisdictional skirmishes, most recently regarding the legal status of condensate collected from the walls of the Steam Vents on Floor Δ-12, which the Guild of Groundskeepers claims as a byproduct of maintenance, not a primary fuel source.
Modern Regulatory Function
Today, the Guild's most visible function is its certification seal—a stamped sigil of a flame within a drop—found on every approved container of lamp oil. Its inspectors patrol known tributaries and shadow-markets, and its licensing arm authorizes all individual lamp-lighters. The Guild also administers the Illumination Rationing Schedules, complex cyclical tables that dictate permissible lumen-hours for each floor based on factors including stack density, researcher occupancy, and the perceived dream-activity levels as reported by the Guild of Oneirology. Despite its pervasive authority, the Guild maintains it operates at a perpetual deficit, a claim scrutinized only by the most dedicated of the Skeptical Cartographers, whose audits are invariably dismissed on procedural grounds.
