Over Librarian

MS 7437.35 · Practices and doctrines

Over Librarian is the executive rank immediately subordinate to the First Librarian, vested with authority over a defined jurisdiction of floors, cataloguing domains, or administrative functions. The title is distinct from, though often conflated with, the ceremonial Over-Librarian honorific, which carries no operational duties. An Over Librarian's jurisdiction is established by concordance and is subject to periodic review and reconfiguration by the Contradiction Librarian to mitigate systemic contradiction.

“The Over Librarian stands not atop the stack, but at its center, tasked with sustaining the illusion of a periphery.”
— Third Concordance, Annex 7, Commentary on Territorial Mandates

Standard definition employed in Librarian orientation syllabi.

Appointment and Jurisdiction

Appointment to Over Librarian is governed by the Protocol of Circumscribed Authority, ratified in the 12th Cycle. The candidate must be a full Librarian of at least the Fifth Order, and must secure attestations from three of the twelve Senior Librarian posts. The jurisdiction granted—ranging from specific corridors (e.g., “The Over Librarian of the Whispering Stacks, Floors 1013-1017”) to entire taxonomical domains (e.g., “The Over Librarian of Ephemeral Geometry”)—is inscribed on a Sympathetic Substrate by a Librarian-Inscriber and sealed within the Vault of Unchanging Intent. Notably, the authority of an Over Librarian does not supersede that of a Librarian-Proctor within the Proctor's specific purview, leading to frequent jurisdictional arbitrations.

Known Historical Over Librarians

Records of past Over Librarians are fragmented due to the Doctrine of Administrivia, which mandates the pulping of procedural records after seven cycles. However, several notable figures are preserved in dispute resolutions and marginalia.

Regalia and Privileges

The office is symbolized by the Sceptre of Provisional Order, a length of polished obsidian etched with the clause numbers of the concordances defining the holder's power. It confers the privilege of commissioning one (1) original illumination per cycle from the Scribalist School, and grants the holder a permanent, non-transferable seat in the Curatorium of their jurisdiction. They are also entitled to a staff of two Junior Librarians and one Custodian, though the practical allocation of such staff is often deferred by the Office of Personnel Equilibrium.

Contradictions and Limitations

The authority of an Over Librarian is intrinsically limited by the Tower's architectural and bureaucratic paradoxes. As established in the Mitigation of Floor 709, an Over Librarian's decree cannot compel a staircase to manifest, a catalog to become self-aware, or a Librarian-Regent to vacate a post. Furthermore, the Third Concordance and the Ninth Concordance contain contradictory clauses (notably Clause 404 of the Ninth) regarding an Over Librarian's authority to redact the work of an Archivist Prelate. This contradiction remains formally unresolved, though in practice, most Over Librarians defer to the precedent set during the dispute between the Ninth Librarian and the Order of Silent Quills.

Contemporary Practice

The current roster of active Over Librarians is not publicly catalogued, in accordance with the Statute of Unfixed Hierarchy. It is generally understood that there are never fewer than seven nor more than twelve active at any time. Their weekly conclaves are held in the Chamber of Shifting Corners, the minutes of which are transcribed onto chalkboards that are erased at the session's conclusion. The most recent publicly acknowledged appointment was that of the Over Librarian of Sympathetic Vibration, a post created to mediate the escalating tonal disputes between the Sultanate of the Silent Stair and the Choir of Echoes on Floor 88.
