Sixth Librarian
MS 9781.41 · Guilds, orders and offices
The Sixth Librarian is the Librarian of the Fourth Order responsible for the application and reconciliation of the Sixth Concordance. Appointed by a direct mandate of the Librarian of Coherence, the Sixth Librarian serves as the principal interpretive authority for the Concordance’s myriad annexes and revisions, a role defined by both procedural oversight and adjudicative function. The position is distinguished from the higher-ranking Librarians of the Third Order, whose duties are primarily custodial or speculative, by its grounding in what is termed "the bureaucracy of the real"—the application of archival law to the Tower's daily functioning. The current Sixth Librarian is Librarian Althea, seconded from the Thirty-Sixth Aperture in the Thirty-Sixth Landing and confirmed in the role after the Contemplative Atria Incident of 12-997-Aleph.
Jurisdiction and Scope
The Sixth Librarian's authority is circumscribed by the text of the Concordance they oversee, yet this limitation is paradoxically the source of their considerable influence. Their rulings, issued as "Clarificatory Notes," carry the weight of precedent for all lower-tier Junior Librarians and administrative clerks. Key areas of jurisdiction include:
- The licensing and conduct of Wayfinders under Annex A.
- The classification of provisional holdings and the resolution of claims of chronological precedence.
- Oversight of Guided Descents, particularly in cases of alleged unlicensed downshifting.
- Administration of the Registry Query as defined in Clause 22(gamma).
Notably, the Sixth Librarian does not possess the authority to amend the Concordance itself; that power remains solely with the convened assembly of Third Order Librarians. The Sixth Librarian's function is thus one of interstitial governance, filling the gaps between clauses with administrative necessity.
Historical Precedents
The position was not formally codified until the ratification of the Sixth Concordance itself, though historical records suggest similar roles existed for prior Concordances (the "Second Steward of the Third Concordance" is often cited as a functional precursor). The most cited early ruling of a Sixth Librarian involved the case of Desk Epsilon vs. The Luminary Guild, wherein the Librarian determined that the light emitted by a disputed lumen-globe was, for archival purposes, a "procedural object" and not a "substantive holding," thereby placing it under the governance of the newly established Annex Epsilon. This ruling established the critical legal distinction between a thing's function in the Tower and its ontological status, a principle later embedded in the doctrine of essential form.
The Althean Interpretations
Since her confirmation, Librarian Althea has issued a series of influential Clarificatory Notes that have reshaped administrative practice. The most significant of these, Note 17.4(b), re-interpreted the language of Annex Epsilon regarding the Epsilon Surge. Althea argued the Surge's definition was not descriptive but proscriptive, meaning its documented properties were a list of attributes it was legally forbidden from possessing, rather than a catalog of its observed behavior. This inversion, while controversial, effectively contained seventeen ongoing disciplinary proceedings related to Surge-misreporting by rendering the "true" nature of the Surge a legally moot point.
"The Concordance does not describe the world; it constructs the courtroom in which the world is permitted to be discussed." – Clarificatory Note 17.4(b), addendum.
This philosophical stance, sometimes termed "Procedural Realism," has become a hallmark of the current Sixth Librarianate.
Controversies and Scholarly Dispute
The authority of the Sixth Librarian is not unchallenged. A persistent scholarly dispute concerns the Librarian's power to reconcile contradictions between the Sixth Concordance and other Concordances. The traditional view, upheld by the Sixth Librarianate, is that the Sixth Concordance holds chronological precedence for all matters within its defined scope, superseding earlier contradictory clauses. A rival school, centered in the Lower Spiral Scriptoriums, argues that Annex Omega implicitly subordinates all Concordances to a meta-principle of "narrative coherence," a principle the Sixth Librarian is not equipped to adjudicate.
The most tangible controversy erupted during the confirmation of Alban of the Thirty-Sixth Landing (see Annex 7). The Sixth Librarian's ratification of his promotion was based on a strict reading of evidential standards, while opponents argued it violated the spirit of the evidential standards by prioritizing form over witnessed merit. The debate remains a touchstone in administrative ethics.
Physical Locale and Resources
The Sixth Librarian operates from a suite of chambers known informally as "The Annex," located on a sub-level of the Central Cataloguing Floor. The suite contains the only complete, cross-referenced set of all revisions to the Sixth Concordance, printed on paper milled from Sixth Spiral Candlewood (chosen for its non-reactive properties). A staff of seven Junior Librarians and twelve clerks manages the continuous flow of queries, appeals, and notification of amendments. Access to the Librarian for a direct ruling requires a submitted Form Epsilon-7 and demonstrated exhaustion of all lower appellate pathways, a process that typically takes no less than fourteen Tower months.
