Annex Epsilon of the Sixth Concordance
MS 3234.75 · Documents and ordinances
Annex Epsilon of the Sixth Concordance is the supplemental document formally titled "Operational Tolerances and Progress Metrics for Non-Linear Descents." It details the administrative, catalogical, and physical frameworks for assessing expeditions, most notably establishing the Three-Velocity system. Formally appended to the Sixth Concordance during its Seventeenth Revision, Annex Epsilon has, through a series of subsequent amendments and reconciliations, become the primary procedural authority for all sanctioned Descent and Ascent activities, superseding numerous earlier protocols including Descent Protocol Delta-7-22.
Primary Provisions
The Annex is divided into twelve clauses, which address logistical support, reporting standards, and hazard classification. Its most enduring contribution is the formalization of the Three-Velocity system (Clauses 4-6), which mandates that any official progress report must quantify three distinct metrics:
- Catalogical Velocity (Cv): The rate at which new, verifiable entries are added to the Tower's central indices per unit of subjective time experienced by the expedition.
- Topological Velocity (Tv): The measurable change in spatial relationships between the expedition's point of origin and its current location, accounting for non-Euclidean drift and recursive stairwell phenomena.
- Administrative Velocity (Av): The rate at which the expedition generates compliant documentation, including variances filed, permissions requested, and Concordance citations logged.
A Descent is considered "in compliance" only when all three velocities remain within the tolerances outlined in the Annex's reference tables. Notably, an Av of zero—a cessation of paperwork—is grounds for immediate recall, regardless of Cv or Tv.
Integration and Reconciliation
Annex Epsilon did not emerge in a vacuum. Its drafters were required to reconcile its standards with pre-existing architectural and administrative fixtures. A significant and ongoing project has been its alignment with Vestibule Epsilon, the physical staging area for many major Descents. The Annex specifies, for instance, that the permitted variance in riser height for Stairwell Epsilon (detailed in Annex Epsilon, Sixth Revision) must be cross-checked against the Vestibule's foundational plumb lines quarterly.
Furthermore, the Annex has absorbed the functions of several older supplemental documents. The tolerances and certification loops once governed by Annex Omega were fully integrated into Clause 9 of Annex Epsilon following the Resolution of 712-δ. This has led to the curious administrative reality that Annex Omega (Closed-Loop Certifications) now exists primarily as a historical reference, its active protocols administered under the Epsilon framework.
Contradictions and Jurisdictional Disputes
The Annex's assertion of authority, particularly in Clause 11, directly challenges the older Clause 33, Annex Delta, which claims primacy over all "matters pertaining to directional travel below the Median Stacks." This has never been formally resolved. Expeditions often receive conflicting directives from archivists loyal to the Annex Epsilon faction and those of the rival Annex Delta body. The standard interim solution, per a footnote in the Twenty-Second Concordance, is for the expedition leader to file parallel reports under both protocols, a practice that dramatically increases Administrative Velocity while stalling genuine progress.
A more subtle contradiction exists between Annex Epsilon's emphasis on measurable progress and the principles of chronological precedence outlined elsewhere in the Sixth Concordance. The latter doctrine suggests that the significance of a discovery is tied to its implied age within the Tower's strata, not the speed of its acquisition. Scholars like Alban of the Thirty-Sixth Landing argued that this renders Catalogical Velocity a fundamentally flawed metric, as it incentivizes the cataloging of trivial, newly-manifested phenomena over the contemplation of enduring, archaic ones.
Administrative Evolution and Current Scope
The administration of Annex Epsilon is shared by a rotating committee of archivists from the Annex Epsilon and Annex Delta divisions, a forced collaboration meant to ease tensions. This joint administration was responsible for the landmark Inquiry 899-A into spectral shelf-allocation. Their purview has expanded from mere Descent metrics to include the oversight of specific contemplative disciplines; the Contemplative Practice of silent stack-review, for example, is now governed by Annex Epsilon-12.
Today, Annex Epsilon of the Sixth Concordance functions as a living document. Its tables of tolerances are updated after every major expedition, and its clauses are frequently amended to incorporate new realities, such as the temporary dimensional folds documented by the Oneirologists in the Reliquary Alcove. It remains, as the preambulatory text states, "a necessary fiction: a ruler attempting to measure the growth of a vine that itself defines the direction of growth."
