Administrative Taxonomy
MS 6208.34 · Practices and doctrines
The Administrative Taxonomy is a hierarchical classification system used by the Librarians to organize the Tower's operational functions, procedural frameworks, and bureaucratic entities. Formally ratified under Grand Taxonomy Clause 12.α, it exists as a distinct yet integrated subsidiary of the primary cataloguing structure, governing not subjects of record, but the mechanisms of their recording.
Structural Principles
The Administrative Taxonomy is structured according to the doctrine of acausal precedence, wherein an entity's position is determined not by inherent qualities but by its functional necessity within the Tower's operational continuum. Its primary divisions, known as Orders, are:
- Order Primus (Procedural Infrastructure): Encompasses codified processes, such as the Great Re-cataloguing, circulation protocols, and amendment procedures for the Concordances.
- Order Secundus (Custodial Bodies): Classifies administrative organizations like the Curators of the Grand Taxonomy and the Office of Botanical Concordance.
- Order Tertius (Documentary Frameworks): Contains taxonomic systems themselves, including the Imperial Taxonomy, the STNEM, and specialized annexes such as the Taxonomy of Unwritten Books and the Taxonomy of Imperfect Duplicates.
- Order Quartus (Operational Artefacts): Catalogues tools, forms, and physical implements of administration, from indexing wheels to the specific ink blends sanctioned for use in marginalia.
Integration with the Grand Taxonomy
While the Administrative Taxonomy is a separate system, its hierarchy is mapped to the Grand Taxonomy via a complex cross-reference matrix maintained within the Master Index. This integration is not merely referential but constitutive; amendments to procedural Orders within the Administrative Taxonomy can trigger automatic reclassifications within the Grand Taxonomy. For instance, the reclassification of "Speculative Cataloguer" from Order Secundus to Order Primus during Tower Year 7213 necessitated updates to 1,447 subject entries related to extrapolated gaps, demonstrating the system's deep entanglement.
The relationship was most rigorously tested during the Great Re-cataloguing, wherein the newly ratified principles of the Grand Taxonomy had to be administratively reconciled with the entrenched protocols of the Imperial Taxonomy. The resulting procedural hybrids are now classified under Administrative Taxonomy code A-T.719 (Reconciled Methodologies).
Controversies and Amendments
The most persistent scholarly dispute concerns the taxonomic status of the Librarians themselves. Concordance 17 explicitly places the Librarian corps within Order Secundus as a Custodial Body. However, Concordance 88.β argues that, as the ultimate authors of the system, the Librarians exist outside it, creating a logical paradox wherein the classifier cannot be classified. This has led to the common, though unofficial, practice of referring to the Librarians with the placeholder designation "Order Null."
Further amendments are frequent, often arising from the discovery of new administrative phenomena. The establishment of the Taxonomy of Qualia Weights, for example, required the creation of a new sub-Order under Tertius to handle metrics of subjective experience, which in turn generated 33 new procedural forms now filed under Primus.
Practical Application
The taxonomy's primary utility is the resolution of jurisdictional disputes. When a conflict arises—such as whether the maintenance of Service Flora falls under the botanical cataloguers or the structural maintenance corps—the first action is to ascertain the relevant codes within Orders Secundus and Tertius. The precedent established during the Project GIFT clarifies that methodology development is an Order Primus function, while the application of that methodology to specific specimens belongs to Order Tertius.
All administrative actions, from the assignment of a Progressive clerk to a new wing to the authorization of a Pluralist inquiry into overlapping classifications, must cite their justifying codes from the Administrative Taxonomy. This creates a traceable, if often labyrinthine, paper trail that is itself archived according to the very system it documents.
Annexes and Specialized Subsidiaries
Several specialized taxonomies operate as semi-autonomous annexes within the broader Administrative framework. These include the Structural Taxonomy and Utility for physical Tower assets, and Annex III for rotational phenomena. Each annex maintains its own internal coding system, which is then mapped to the primary Orders through a dedicated conversion table. The Taxonomy of Imperfect Duplicates, for instance, uses a numeric sequencing system for its entries, but each sequence is prefixed with an Administrative code indicating its custodial department and review status.
The system is considered perpetual, evolving with the Tower's own endless expansion. As noted in the marginalia of Grand Taxonomy Clause 12.α, "The administrative framework must, by necessity, grow to encompass the administration of its own growth."
