Division of Provisional Taxonomy
MS 1885.40 · Guilds, orders and offices
The Division operates from a suite of scriptoriums and debate chambers on Level 42 of the Western Stack, an area traditionally reserved for the administration of contested knowledge. Its authority derives from a complex interweaving of Annex 3 of the Seventh Concordance, which mandates provisional structures for "emergent phenomena," and the earlier Ordinance 707-B, which grants the Custodian’s office broad powers of interim classification. The Division’s work is considered foundational to the Tower’s function; without provisional taxonomies, newly acquired or theoretically postulated holdings would remain in a state of administrative chaos, clogging the pneumatic conduits and confounding the Specimen Couriers.
Core Functions
The Division’s mandate is divided into three core functions: Generation, Application, and Reconciliation.
- Generation involves the drafting of new provisional taxonomies. This is typically triggered by a report from an acquisition team (such as those returning from expeditions into Adjacent Unrealities), or by a formal petition from a curatorial body like the Curators of the Grand Taxonomy. A team of Taxonomists (Grade 9 or higher) will draft a proposed structure, which must include sigil notation, scope definitions, and cross-references to existing permanent systems.
- Application is the process of assigning new holdings to slots within an existing provisional taxonomy. This duty falls to designated Application Clerks, often stationed on the floor where the holding first manifests. For example, the application of the Provisional Taxonomy of Unaddressed Correspondence is performed exclusively by Grade-7 Clarification Clerks on Floor 102.
- Reconciliation is the periodic review of provisional systems to determine if they should be elevated to permanent status within the Grand Taxonomy, amended, or retired entirely. These reviews are notoriously protracted, often spanning decades, and are the source of most intra-departmental disputes.
The Dewey-Sigil System
The Division’s most significant and enduring contribution is the Dewey-Sigil System, a alphanumeric framework where a Dewey-style decimal classification is paired with a Greek-letter sigil denoting provisionality. For instance, a holding classified under Ψ.709.33 would fall under the provisional sigil (Ψ) and be related to the themes of Floor 709, The Gallery of Half-Ideas. The system is designed to interoperate with, yet remain distinct from, the Tower’s permanent Administrative Taxonomy and Procedural Taxonomy.
Oversight of the Dewey-Sigil System is the Division’s most visible daily task. This includes authorizing the use of new sigils (beyond the standard set of Alpha, Beta, Gamma, Delta, and Psi), resolving conflicts where a holding might belong to two provisional categories, and issuing errata when classifications are found to be in contradiction with a newly discovered Concordance clause.
Notable Provisional Taxonomies
The Division maintains a registry of all active provisional systems, which currently numbers in the low thousands. Among the most cited are:
- The Taxonomy of Unwritten Books, used by the scriptoriums of the Western Stack.
- The Taxonomy of Paradoxical Objects, developed in response to the challenges posed by the Inventory of Impossible Geometries and administered by Division I: Ontological Paradoxes.
- The Taxonomy of Statutory Species, noted in an appendix to the Grand Taxonomy for its handling of entities that exist solely by legal or narrative fiat. This system is frequently debated in relation to the Great Taxonomy of Implied Fauna.
- The system for impermanent recordings, maintained by the Department of Ephemeral Cataloguing under the last update of Ordinance 707-B.
Structural Controversies
The Division’s work is not without controversy. A persistent scholarly dispute, known as the Sigil Schism, concerns whether provisional classifications can ever be truly neutral. One school, led by theorists in the Pneumatic Studies Division, argues that assigning a Ψ-sigil actively influences a holding’s development, subtly pushing it towards becoming a "merely provisional" fact. The opposing view, championed by the Bureau of Registry, holds that provisional taxonomy is a passive, observational science, and that any influence is a measurement error.
Furthermore, the Division’s relationship with the Vestibule of Provisional Tenancy is often tense. The Vestibule, which originated the taxonomy Y54115430 from its work in the sub-stacks of Level Ω-12, occasionally creates its own ad hoc classification systems for transient phenomena, a practice the Division views as an infringement upon its constitutional mandate. These disputes are typically settled by reference to conflicting Concordances, resulting in a stalemate that itself becomes a subject for provisional filing.
Interdepartmental Relations
The Division works closely with several key bodies. It supplies the framework for the Bureau of Appointments Sub-Division for Provisional Designations, located in Whisperwood. It provides consultative reports to the Division of Terminal Verifications regarding the terminal properties of provisionally-classified objects. Perhaps most critically, it coordinates with the Scriptorium of Lost Roots to ensure that retired provisional taxonomies are archived correctly, lest their ghost categories begin to attract uncatalogued phenomena.
All decisions from the Division of Provisional Taxonomy are subject to final review by the Office of the Custodian, though in practice this review is a formality. The true power of the Division lies in its first draft of reality—the initial, mutable box into which a new and uncertain thing is placed, defining all subsequent inquiry.
