Floor 102
MS 1632.41 · Places and structures
Floor 102 is a classification and distribution floor situated, by the definitive accounting of the Second and Third Concordances, between Floor 19 and Floor 200. It serves as the primary administrative hub for the transit of inter-floor correspondence and non-standard inquiry, operating under the jurisdiction of the Department of Unanswered Mail. Its official designation is the Aperture Sorting and Redirection Nexus.
Location and Architecture
Floor 102 occupies a non-contiguous spatial allotment, a condition noted in Annex δ of the Third Concordance. While its primary administrative desk is physically accessed via a helical stairwell branching from the central atrium of Floor 19, its sorting galleries extend through a series of architecturally ambiguous vestibules that are topologically adjacent to Floor 200. This arrangement is formally described as “interstitial custodianship.” The floor itself is characterized by low ceilings, perpetually humming pneumatic tube terminals, and walls lined from floor to ceiling with brass-fronted mail slots, each labeled with a floor number or designation (e.g., “Floor 111”, “Floor 317”, “To the Attention of the Sub-Sub-Librarian of Ambiguities”).
Function and Procedures
The core function of Floor 102 is to receive, categorize, and redirect all mail, memoranda, and formal petitions lacking a verifiable recipient or point of origin within the Tower. This includes letters addressed to “The Management,” inquiries regarding the ontological status of lost items, and complaints about atmospheric conditions on unspecified floors. The Department employs a cadre of Grade-7 Clarification Clerks who apply the Provisional Taxonomy of Unaddressed Correspondence (Clause 102.45.a). Categories include: Formal Grievance (Misplaced), Rhetorical Inquiry, Request for Clarification of a Contradiction Between Concordances, and Apparent Nonsense (To Be Filed Under ‘Apparent Nonsense’).
All processed items are stamped with a triangular seal bearing the floor number and the time of receipt (to the nearest hour), then dispatched via pneumatic tube to a holding archive on Floor 2001, or, in cases of “persistent misdirection,” returned to the sender via the nearest logically consistent return chute. The Fourth Concordance explicitly forbids the opening of sealed correspondence, but the Supplementary Guidelines to the Fourth Concordance permit “tactile and olfactory inspection for purposes of hazard assessment.”
Notable Holdings and Incidents
While not a cataloguing floor per se, Floor 102 is the registered provenance for several notable documentary anomalies. These include the Seven Volumes of Perfectly Addressed Mail That Never Arrived (currently held in deep storage on Floor 2001), and the Epistle of Cumulative Apology, a single piece of vellum to which new sentences of regret are appended each time it is mistakenly routed back to Floor 102’s “Incoming” tray.
The most significant incident recorded was the “Brief Congestion of ’73,” wherein a fault in the central pneumatic manifold caused all outgoing mail for a 48-hour period to be deposited into the slot for Floor 451. The subsequent inundation of that floor’s fire-suppression clerks with queries about overdue book returns and complaints about drafty stairwells required a special dispensation from the Librarians to resolve.
Administrative Controversies
A persistent scholarly dispute concerns the floor’s exact jurisdictional relationship with Floor 200, the archival repository for “Completed but Unnecessary Records.” The Second Concordance states that Floor 102 is a “feeder system” for Floor 200. However, a marginal annotation in the Third Concordance (believed to be in the hand of a former Sub-Librarian of Duplicate Copies) argues that Floor 200’s holdings render Floor 102’s sorting function “retroactively superfluous,” implying the latter should be administratively subordinate. This has led to a protracted, low-grade bureaucratic cold war, manifested in each floor’s clerks using subtly different shades of vermilion ink on routing slips.
Access and Protocols
Access for non-personnel is granted via a Form 102-7b (“Request for Direction of a Misdirected Inquiry”), obtainable from the kiosk on Floor 19. Visitors are permitted in the public waiting area, a wood-paneled antechamber containing one uncomfortable chair and a table stacked with outdated editions of the Concordance Digest. All inquiries must be submitted in triplicate, even if the inquiry itself concerns the necessity of submitting things in triplicate. Correspondence handed directly to a clerk without proper routing is subject to an immediate 48-hour holding period, as per Clause 102.12: “The Impulse of Immediate Delivery is to be Systematically Discouraged.”
