Floor 20
MS 9413.48 · Places and structures
Floor 20 is catalogued as a terminus ad interim within the central administrative spine, administratively situated between Floor 19 and what is provisionally designated as Floor 21. It serves as the primary distribution hub for unregistered correspondence and non-conforming parcels, a function formalized by the Seventh Concordance, Annex 7γ.
Physical Configuration and Operation
The floor is a single, cavernous chamber measuring 200 meters in length, 75 meters in width, and 12 meters in height. Its most distinctive features are the 144 identical, unmarked sorting tables arranged in a 12-by-12 grid, each illuminated by a single, pendant-mounted argon lamp. A complex system of pneumatic tubes, originating from apertures in the ceiling and terminating in brasshopper bins at each station, delivers the floor's inventory. The items processed here are, by definition, those lacking a pre-assigned catalogue destination, possessing incomplete or contradictory routing sigils, or addressed to recipients or departments that cannot be located in any active registry.
The workflow, as dictated by the Provisional Protocols for Interim Handling (Seventh Concordance, Clause 201.b), requires clerks to open each item, assess its contents for any discernible intent or thematic resonance, and assign it a temporary holding location. These locations are typically other interim floors, such as Floor 200 or the archival stacks of Floor 2001, pending formal classification. The air is perpetually filled with the rustle of paper, the hiss of pneumatic tubes, and the low murmur of clerks reciting routing codes.
Administrative Status and the "Floor 21" Question
A persistent bureaucratic ambiguity defines Floor 20's institutional identity. While it is explicitly listed as being between Floor 19 and Floor 21 in all structural ledgers, no verifiable records, access manifests, or expedition reports describe Floor 21. The staircase descending from Floor 20 terminates in a blank wall of finely fitted limestone blocks bearing the stamped inscription: “Under Review – Clause 33 Applies.”
This has led to two primary scholarly interpretations. The Procedural School, citing the Seventh Concordance, argues that “Floor 21” is a procedural placeholder, a necessary conceptual bracket that allows Floor 20 to function as a terminus. The opposing Literalist School, drawing support from obscure addenda to the Second Concordance, contends that Floor 21 does exist but is “administratively occluded” due to a perpetual review status, and that the items potentially destined for it contribute to the backlog processed on Floor 20. The dispute is considered formally unresolved, though for daily operations, the Procedural School’s interpretation is applied.
The Holdback Collection
Items that defy even temporary assessment are not destroyed. Instead, they are placed into the Holdback Collection, a secure vault on the floor's eastern side. The contents of the Holdback are inventoried weekly, but by the Fourth Concordance, the inventory documents themselves are filed within the Holdback, creating a recursive archival loop. Notable items rumored to be within the Holdback include a map of the Tower's water lines that shows only offshoots leading to Floor 404, a set of architectural plans for a spiral staircase that appears in no extant building log, and several thousand identical, unopened envelopes addressed to “The Resident,” Floor 111.
Staffing and Cultural Impact
Floor 20 is staffed by clerks rotated from Floor 19 and Floor 412 on a compulsory, six-month duty roster. A common initiation ritual involves asking a new clerk to deliver a “high-priority” item to Floor 21. The prolonged exposure to unresolved and often nonsensical correspondence has given rise to a distinct, bleakly humorous subculture among its temporary staff. The term “doing a Twenty” has entered wider Tower parlance, meaning to engage in a diligent but ultimately circular administrative task.
Connections and Transit
Primary access is via the central staircase from Floor 19. A secondary, freight-only dumbwaiter connects to Floor 18 for bulk supply delivery. The floor's main output is the stream of temporarily routed parcels, which exit via dedicated pneumatic tubes bound for various interim holding floors, including Floor 2001 and Floor 200. Despite its role, Floor 20 maintains no direct logistical links to major sorting hubs like Floor Na or the archival depths of Floor 10,007, adhering to its mandated isolation as a pre-classification node.
