The Document Distribution is the official set of procedures, routes, and staffing protocols for the physical conveyance of un-validated, pending, and ratified documents between administrative bodies, scriptoria, and archival repositories within The Tower. Its operation is defined by Concordance 44 and overseen by the Materials Board, with day-to-day execution falling to a subset of the Laterials Board

Routing Taxonomy

All documents are assigned a Distribution Class upon submission to an Intake office, such as Intake 99,997. This classification determines its permissible route, transit speed, and required chain-of-custody documentation.

• Class Alpha (Urgent-Juridical): Reserved for emergency amendments to active Concordances, warrants of de-cataloguing, or notifications of a Contradiction Librarian's immanent arrival. These documents travel via designated express runners along the Central Aperture or, when gravity permits, are dropped down the Central Aperture in sealed, weighted tubes.
• Class Beta (Standard-Administrative): The majority of procedural memos, resource requisitions, and inter-guild correspondence. These follow prescribed spiral routes, with checkpoints at every fifth landing for time-stamping and route verification.
• Class Gamma (Provisional & Unvalidated): Includes all new catalogue entries prior to their integration into a Validation Chain. Gamma documents are transported in locked, lead-lined satcheles and may not share a courier's satchel with Alpha or Beta materials, a rule stemming from the Ink-Mixing Guild incident of Spiral 7,099.
• Class Delta (Ceremonial & Historical): Used for the movement of master copies of Concordances for public reading, or the rotation of historically significant (but metaphysically inert) documents between display cases. Delta distribution often involves the Lamplighters Union for escort in poorly lit sections.

The Courier Corps

Couriers are a specialized division within the broader Lamplighters Union (specifically authorized under Clause 12 of the Twelfth Concordance). Applicants must demonstrate superior knowledge of the Tower's non-Euclidean stairwells, an ability to maintain a steady pace irrespective of ambient temporal gradients, and pass a rigorous background check conducted by the Ink-Scriptorium to ensure neutrality. Their uniforms are a distinctive grey, signifying their status as "moving shelves" rather than interpretive agents. Infrastructure and Checkpoints

The Distribution network relies on a series of Waystations and Verification Desks. Major waystations exist at the junctions of primary spirals, offering lodging, logistical resupply, and document triage facilities. Verification Desks, manned by clerks of the Materials Board, are responsible for:

1. Confirming the document's Distribution Class stamp matches its routing slip.
2. Applying a temporal seal to record time-of-passage.
3. Cross-referencing the courier's authorization against the master ledger held at the Central Scriptorium.

A document that fails verification at three consecutive desks is automatically reclassified as Gamma and rerouted back to its origin for audit.

Controversies and Scholarly Dispute

The most persistent doctrinal conflict regarding Document Distribution concerns the metaphysical status of a document in transit. The Eighth Concordance asserts that a ratified document's authority is continuous and unbroken, "like a single thread from origin to archive." Document Distribution is the physical prerequisite for the creation of a Validation Chain. A document cannot be cited until it has reached its designated archive and been logged into the Central Index.
