Registry and Stamping

MS 0522.46 · Practices and doctrines

The Registry and Stamping are the foundational, interdependent administrative procedures through which all submissions are processed, validated, and integrated into the Tower's informational corpus. A subject cannot be said to exist within the Tower's holdings until it has undergone both processes, the former assigning it a formal location and identity, the latter conferring official sanction through a physical impression.

Procedural Distinction

The Registry is an act of inscription and categorization, governed by the principles of Registry of Recursive Processes. It involves the entry of a subject's provisional data—description, proposed floor assignment, and cross-references—into a relevant log, such as the Central Registry or a regional division like the Substantiary Corridors, Regional Registry. The Bureau of Registry is responsible for the maintenance and interpretation of Registry principles and for logging Compliant Documents. This act creates a latent administrative existence. Stamping, by contrast, is the act of finalization. It involves the application of an official seal—be it wax, ink, or, in certain contested cases, a thermal branding—to a physical document, thereby converting a registered entry into a substantiated holding. The authority to stamp is always derived from a specific Concordance or from a charter granted by one, as affirmed in the Halls of Provisional Geometry dispute of 14,045, which established stamps as 'pre-originating' seals.

Hierarchy of Stamps

Stamps are not created equal. Their authority is a direct function of the administrative body that applies them and the medium used. The primary classifications are:

Contingency and Conflict

A persistent scholarly dispute concerns the doctrine of contingent reality versus the doctrine of stamped primacy. The former, supported by Clause 22-beta of the Central Registry of Codified Law, holds that a properly registered entry possesses a degree of reality, even if its stamp is lost or defaced, as its data persists in the Registry. The latter, drawing precedents from the Central Registry of Precedents, argues that without the physical stamp, the entry is merely a ghost—a proposal, not a fact. This conflict frequently surfaces in cases of Provisional Shelving, administered by the Bureau, where stamped permits for shelf-space have expired but the registered entries remain. The dispute remains formally unresolved, though in practice, archivists will not retrieve or cite an unstamped entry without a special dispensation.

The Registry of Stamps

In keeping with the Tower's penchant for recursion, a master Registry of Metrological Dependency exists that catalogues all authorized stamp designs, their dimensional tolerances, the specific pressure required for a valid impression, and the chemical composition of their approved inks. This Registry is subject to its own stamping protocol, which must be renewed every seventy-seven years. The stamp used for this renewal is documented in a sub-registry, which itself requires stamping. This creates a theoretically infinite, but practically managed, chain of validation that is considered a hallmark of perfect administrative order.

Anomalies and Exceptional Procedures

Not all stamps are applied to paper. Certain volatile or non-material holdings require alternative methods. Experiences logged in the Registry of Slowed Experience are often "stamped" via a resonant frequency tuned to the Metronomic Pulse. Disputes involving dimensional anomalies may be settled with a "conceptual stamp," a formal declaration before three convened Registrars that is then registered as a stamp-event. The most controversial is the "negative stamp," employed only seven times in recorded history, wherein a previously stamped and registered entry is not erased, but is stamped again with a seal that denotes "administrative voidance." The original entry remains, but is encased in a shell of official negation, a paradox that the Bureau of Registry is tasked with interpreting.
