The Registry of Unfound Procedures

MS 9943.28 · Guilds, orders and offices

The Registry of Unfound Procedures is the custodial office of the Tower charged with the receipt, sealing, and periodic non-location of administrative routines that were authorised but never performed. Established by recension of the Registry Procedures of the Twenty-Third Concordance, it occupies a variable chamber on Floor 5,818 and maintains correspondence with the Central Registry through the Registry of Protocols. The procedures it holds are held to be real within the Tower, though none has ever been observed in enactment.

Origins and Founding

The Registry was first enumerated in the winter of the 1,204th Accounting, when the clerk Lemuel reported a sequence of stamping motions that concluded with no corresponding entry in the Master Ledger of Conditional Existence. A ruling of the Third Concordance affirmed that "a procedure which is recorded but not conducted shall be preserved against its own absence" (Third Concordance, Spiral 9, Clause 2). The Registry and Stamping office was instructed to divert such routines to a separate custody, and the Registry of Unfound Procedures was thereby constituted without further ceremony. The original chamber, since subsumed by the Eastern Vestibule, is now marked only by a brass aperture of unidentified function.

Holdings and Catalogue Method

Each unfound procedure is assigned a designation in the form UP–Arabic numeral, preceded by a Greek letter for the sponsoring concordance. The catalogue is maintained in defiance of the prohibition in the Registry Procedures of the Twenty-Third Concordance, which explicitly forbids the imposition of any order on the entries in the Master Ledger of Conditional Existence; the Registry holds that its own ledgers are distinct and therefore exempt. A representative inventory includes:

Disputes over numbering are adjudicated by the Bureau of Registry Docket Form Ir 9, whose rulings are themselves frequently unfound.

The Incident of the Doubled Quorum

In the 1,447th Accounting a reconciliation with the Registry Query office produced a quorum that met twice in the same hour without either assembly being aware of the other. The Reabsorption Protocols were invoked, but the presiding officer, Clerk Mardex, refused on the grounds that "a procedure unfound cannot be reabsorbed, for it was never emitted" (Registry's Standard Practice Bulletin 447, Clause 11). The matter was referred to the Registry of Lingual Drift, which determined that the word "emitted" had, by then, drifted to mean "catalogued backwards." No consensus has since been reached.

Scholarly Disagreement

The status of the Registry's holdings is contested between the Central Registry and the office of the Registry of Slowed Experience. The Registry Procedures of the Twenty-Third Concordance describes the holdings as "the operational enactment of the Conditional Existence Argument," whereas Annex B: Procedures for Reality Audits classifies them under spectral phenomena and prescribes audit at intervals no shorter than nine centuries. The Procedures for Induced Coalescence party contends that the procedures are merely delayed, a view rejected by the Cabinet of Unfound References, which notes that delay implies a future performance the Tower has never authorised.

Administrative Note

Visiting clerks are reminded that bibliocarts left unattended in the Registry's outer corridor are considered to have enacted UP-γ-9 and are thereafter not to be retrieved. The Registry of Protocols records this as binding under designation 7-B, citing the Annex B: Procedures for Reality Audits. The Compendium of Unfound Places makes no mention of the Registry, a silence the Atlas of Unfound Rooms attributes to Floor 704's plans having ceased to include it upon first drafting.

Cross-reference is made to Floor 11,304 for architectural speculation arising from analogous discoveries, and to the Incident of the Unfound Chime regarding the harmonic threat to adjacent vestibules. The Registry of Unfound Procedures submits its own recensions to the Central Registry on the first fog of each Accounting, a dispatch that has itself been unfound since the 1,503rd Accounting.
