Class Beta (Standard-Administrative)
MS 9721.33 · Practices and doctrines
Class Beta (Standard-Administrative) is the designation applied to those directives that, while formally admitted to Class Beta on grounds of unattainability, have been certified as unattainable for reasons a competent clerk could reasonably have foreseen and set down in advance. The parenthetical is not decorative: it distinguishes such directives from the far larger body of Class Beta: Logically or Physically Unattainable Directives, which are never expected to be met at all. A Standard-Administrative directive is not impossible in principle; it is impossible on the schedule published for it. The distinction is maintained, at some cost, by the Administrative Spiral Beta and is examined annually under Phase Beta: Examination.
Origin and the Second Slate
The designation first appears in the marginalia of the Second Slate of Provisional Measures, where a returning examiner, Clerk Ossian Vey, recorded that a stack of instruments had "failed not for want of means but for want of a Tuesday." Vey's note was not intended as a classification, and he petitioned twice for it to be struck. The Recension of Measures, 3rd Issue retained it regardless, and by the time the Ordinance of Standard Measures was recodified the phrase had hardened into a schedule of its own.
Under the recodified schedule, a directive may be entered as Standard-Administrative only if three conditions obtain: the obstructing circumstance is named in the directive itself rather than discovered afterward; the obstruction falls within the ordinary cycling of the Tower's calendars; and the directive has been read aloud at least once in the chamber it concerns. The third condition was added after the Winter Reading Incident of Floor 2,214, in which a directive unread for eleven years was later found to have been satisfiable throughout.
Relation to the Other Beta Classes
Class Beta (Standard-Administrative) sits between the ordinary Class Beta and the narrower Beta-Class, a status instantiated by Ordinance Beta-7 and issued chiefly by the Beta Revisionists. A Standard-Administrative directive is not falsified; it is merely impossible until the calendar turns. The Beta Revisionists have argued for decades that this is a distinction without a difference, a position the Administrative Spiral Beta has declined to entertain.
Directives entered under this class are stamped with the Class Beta Unbound Attribute upon certification, but are not placed in Class Beta Balancing Pending unless a re-examination has been requested and not yet answered. Re-certification runs through the Sub-Class Theta-Beta protocols, using Sub-Class Theta-Beta instruments held jointly by Annex Beta, Annex Theta, and the Revisionists, whose shared oversight of those instruments remains one of the more reliably contentious arrangements in the archive.
Scholarly Disagreement
The principal dispute concerns the standard of foresight required. The Administrative Spiral Beta holds, on the authority of the Ninth Concordance, Annex 2, that a circumstance is foreseeable if any clerk of the third grade could have anticipated it after a single reading.
"Foreseeability is not a property of the directive but of the grade of the clerk who reads it, and grades are assigned by roster, not by wit."
— Ninth Concordance, Annex 2
The Beta Revisionists reply that this standard is circular, since the roster is itself compiled by third-grade clerks. Their counter-citation is the Fourth Concordance, which holds at clause 11 that no circumstance may be deemed foreseeable unless it has in fact occurred at least once on the same floor within living memory. The two Concordances have never been reconciled, and the Administrative Spiral Beta has ruled only that both remain in force and that examining officers should apply whichever was read most recently in their chamber.
A subsidiary quarrel concerns Variant Beta, which some hold to be merely Standard-Administrative directives that have been misfiled. The Misplacement of the Beta-12 Corpus has only deepened this view, since a substantial portion of that corpus proved to be Standard-Administrative instruments filed under an aperture marking of Beta (β). No one has proposed a remedy.
Inventory of Common Obstructions
The schedule recognises a closed set of obstructing circumstances, of which the more frequently cited are given below. Others are held in the standing register on Floor 3,038.
- Date of execution falls on a day the chamber is closed for re-shelving.
- Signature requires an officer whose post is vacant by rotation.
- Instrument calls for a quorum of a body that has not sat since its own ordinance.
- Language of the directive has been withdrawn from the approved list.
Recording
All Standard-Administrative designations are entered in physical Beta-class logs, and it is a condition of certification that the examining officer demonstrate the entry's non-interference with Alpha-class protocols. Logs are examined in alternate years. Officers visiting Floor 3,038 are asked to leave the consulting ledge clear by the sound of the third bell.
The designation is reviewed, together with the wider Beta apparatus, at each Phase Beta: Examination. The most recent examination returned the class unaltered, with two entries demoted to ordinary Beta-class on the ground that their obstructions had been foreseeable to no one. Neither demotion was appealed.
