Lapsed Directives

Definition and scope
Lapsed Directives is the collective designation given to administrative instruments which, having been issued by the Chancery of Directives and subsequently failing to satisfy the ratification conditions of the Third Concordance, ceased to carry operative force. The term is used both for the instruments themselves and, by extension, for the class of obligations they once imposed. Lapsed Directives are distinguished from voided or annulled instruments, which were never validly issued, and from superseded instruments, which remain in force until displaced. A Lapsed Directive was valid; it simply stopped.
The physical record of these instruments is maintained upon The Wall of Lapsed Directives, a 22-meter expanse of polished obsidian whose precise floor assignment remains contested (see below). Engraving upon the Wall is performed under the Rite of Chiseling and is regarded as the definitive act of commemoration; an instrument that lapses without engraving is, for most administrative purposes, indistinguishable from one that never existed.
Conditions of lapsing
Under Provisional Directives, an instrument lapses upon the earliest of three occurrences: the expiry of its stated term, the failure of its issuing quorum to be re-confirmed within one cycle of the Atrium of Lapsed Mandates, or the issuance of a subsequent Directive covering the same subject matter. The second condition has produced the greater volume of traffic. During the winter of the 116th recension, a clerical omission in the re-confirmation roll caused some four hundred instruments to lapse simultaneously, of which only ninety-one were later engraved upon the Wall; the remainder were held by the Clerk of Irreconcilable Directives to have lapsed "in shadow" and were never formally recorded.
The Theory of Lapsed Intent holds that the obligation created by a Lapsed Directive continues to exert a diminished pull upon the conduct of the office that issued it, an effect its author compared to "the weight of a document one remembers reading but cannot find." The Chamber of Contradictory Directives has twice declined to adopt this position into the Concordance, on the grounds that it cannot be measured.
Disputed floor assignment
The location of the Wall is the subject of a long-standing discrepancy between two branches of the archive. The Supplemental Cartographic Directives place it on the sub-level of Floor 499, adjoining the Atrium of Lapsed Mandates, where the floor is inlaid with a mosaic created from the powdered stone of the Wall itself — a detail that has never been satisfactorily reconciled with the obsidian description. A competing entry in the Central Wall-Register assigns it to Floor 714-Δ, where the engraving ceremonies are held.
The Chancery of Directives has, in three separate memoranda, declined to choose between them, noting that the Wall's authority does not depend upon its coordinates. The sub-level designation appears to have prevailed in practice: expeditions dispatched to Floor 714-Δ consistently return with inventories of polished stone and no engravings.
Engraving and the Crisis of the Twin Directives
The largest single deposition of Lapsed Directives occurred during the Crisis of the Twin Directives, when two Provisional Directives bearing identical titles but incompatible provisions were issued within the same hour. Neither could supersede the other without invalidating its counterpart; both lapsed. The engravers worked for eleven days. The Wall's count of amendments to instruments was updated during this period and has not been revised since, though the Incinerator of Lapsed Potential was later constructed to handle overflow.
Unratified directives arising from the Chamber's deliberations also lapse if not ratified within the prescribed term, at which point their text is engraved upon the Wall as a permanent record of institutional intent. The Wall therefore holds instruments that were never operative in the first place, a category the Atelier of Lapsed Moments has argued should be kept separate; the argument has not been resolved.
Amendments
Amendments to the treatment of Lapsed Directives are recorded but rarely read. The Vane Directives, which govern the notice period before lapsing takes effect, have been amended 106 times, most recently to shorten the period from nine days to four and then, four amendments later, to extend it again to seven. The Phoneme Substitution Directives govern the standardised spelling of the word "lapsed" in engraved text, where the terminal consonant is to be softened — a rule that has caused considerable difficulty for the chiselers and considerable amusement for no one in particular.
Visitors to the Atrium of Lapsed Mandates are reminded that the mosaic floor is load-bearing only along its northern edge, and that leaning on the Wall is prohibited on the grounds that it transfers skin oils to the obsidian.
