Directives
MS 9202.16 · Practices and doctrines
Directives are formal written instructions that guide, authorize, or compel action within the administrative structures of the Tower. Issued by recognized authorities such as bureaus, chanceries, or high-ranking Librarians, they constitute the primary mechanism by which the Tower’s work is ordered. The binding nature of a directive is a function of its class, its issuing authority, and its ratification status. Unresolved conflicts between competing directives are adjudicated by The Chamber of Contradictory Directives.
Classification and Form
Directives are categorized into several classes based on their scope, authority, and intended permanence. Primary among these are Ordinances (general administrative law), Procedural Directives (task-specific instructions), and the Provisional and Permanent classes. A directive’s physical form is also codified; Ordinance Gamma-7, ratified in the aftermath of the Crisis of the Twin Directives, standardizes the use of indigo ink for all Permanent Directives, while Provisional Directives must be submitted on paper manufactured exclusively by the Papyrus Guild. The class of a directive, indicated by a typed sigil and a sequential identifier (e.g., "PD-401.7b"), determines its shelf-life, its susceptibility to appeal, and the required intervals for its review.
The Lifecycle of a Directive
The lifecycle begins with drafting and issuance, followed by a mandatory filing period with the Chancery of Directives under a unique seal number (e.g., DV-401.7b-843). For a directive to attain full force, it must avoid being contested and, if required, receive ratification from the appropriate review body. Directives that are contested enter a state of procedural limbo. Those deemed Class Beta (logically or physically unattainable) are processed by the arbitration apparatus, a process detailed in Annex C of Concordance 712. Unratified directives that lapse—often due to unresolved contradiction or simple administrative neglect—are engraved upon The Wall of Lapsed Directives as a permanent record of institutional intent.
Notable Conflicts and Resolutions
The history of Tower administration is replete with directive conflicts. The canonical example is the Crisis of the Twin Directives, during which two Permanent Directives of equal authority mandated mutually exclusive cataloguing methodologies for nonexistent amphibians. The paralysis was resolved only through the issuance of a flurry of Provisional Directives, the creation of the Twin Ledgers, and the eventual ratification of Ordinance 712-B, which established the modern Chamber. More recent disputes often involve the Bureau of Contradictory Cartography and the BCI, whose directives frequently fall under the Chamber's purview. Scholars of Procedural Conflict often cite the "Delta-44 Deadlock" as a textbook case of conflicting contextual imperatives.
Directives Concerning Non-Standard Holdings
Specialized directive frameworks govern the handling of atypical archival materials. The Cataloguing Directives for Ephemera, for instance, define Ephemera as "factual lacunae endowed with sufficient conceptual inertia to merit provisional shelving" and provide the criteria for issuing a CVA (Conceptual Vesting Authorization) under Clause 11. Similarly, the treatment of Class R (Retroactive) materials, or items requiring Contextual Density Weighting, is governed by niche sub-directives. These frameworks acknowledge that standard procedures may fail when applied to subjects that actively resist categorization, a principle first formally articulated by the Beta Revisionists in their critique of Directive 88-Alpha.
Scholarly Disagreements
The core philosophical dispute concerns the ontological status of directives. The Prevailing School holds that a directive’s authority is purely performative, derived from its correct issuance and filing. The rival Intentionalist School, drawing upon obscure passages in early Concordances, argues that a directive possesses a latent "administrative truth" independent of its practical execution; they point to the enduring influence of lapsed directives on the Wall as evidence. This debate has practical implications, most notably in ongoing disputes between the Functionaries of the Final Line and cataloguers regarding whether an unexecutable directive about an unreal subject (a so-called "double negation") creates a new category of Ephemera or merely constitutes a filing error.
