Guide Authorization
MS 5815.83 · Practices and doctrines
Guide Authorization is the procedural and legal mechanism by which an individual's authority to perform the duties of a Guide is recognized, delimited, and documented within the Tower's administrative framework. Governed primarily by Concordance Theta and supplemented by directives from the Arbiter's Office, it establishes a temporary, task-specific grant of power necessary for the certification of Transit Manifests and oversight of Deliberate Conveyances.
Legal Basis and the Authorization Cascade
The core principle of Guide Authorization is articulated in Clause 4.1 of Concordance Theta, known as the "Authorization Cascade." It states that all authority within the Tower derives from the Concordances, flows downward through ratified Directives, and is vested in a licensed individual only for the duration and scope of a single certified action. A Guide's personal qualifications, as verified by the licensure process outlined in Annex A to the Sixth Concordance, are a necessary precondition but are distinct from the grant of Authorization itself. Authorization is not a permanent status but an event, triggered by the filing of a specific Transit Manifest and expiring upon its completion or nullification.
Components of Authorization
A valid Authorization comprises three interlocking documents:
- The Transit Manifest: The primary instrument. It specifies the floors of origin and destination, the entities or materials to be conveyed, the proposed route, and the validating signatures. The act of a licensed Guide signing this document initiates the Authorization.
- The Supporting Authorization Matrix: As per the Manual of Perpetual Deferral, any Deliberate Conveyance requires an Authorization Matrix. For Guide-led transits, this matrix cross-references the manifest's details with standing permissions, floor-specific ordinances, and any relevant Advisory Precedents. A mismatch voids the Authorization.
- The Perceptual Safeguard Appendix: Required for transits involving floors cataloguing elusive phenomena. This appendix, often drawing from the Field Guide to Unseeable Fauna, details the perceptual limitations to be imposed on the Guide and any clients for the duration of the transit.
Temporary Authority and Limits
While under Authorization, a Guide possesses "temporary authority to certify," granting them the unilateral power to deem the conditions of the manifest as met or unmet. This includes the authority to halt a conveyance, order quarantine, or enact perceptual safeguards. However, this authority is strictly bounded. It applies only to the physical and procedural elements described in the manifest; it does not grant interpretive authority over Concordances, nor does it allow alteration of the certified route without a separate Reroute Authorization. Furthermore, the Guide's decisions under Authorization are subject to post-transit audit by the Arbiter's Office. A notable case, In re: Conveyance to Floor 4401 (The Gallery of Unseen Portraits), established that a Guide's temporary authority does not extend to certifying the aesthetic merit of non-existent artwork, only its safe containment.
Contingencies and Nullification
Authorization is nullified automatically upon the successful completion and filing of the final transit report. It can also be nullified preemptively by several contingencies:
- Deviation from the certified route without prior amendment.
- Encounter with an entity not accounted for in the Perceptual Safeguard Appendix or the Compendium of Spectral Liabilities.
- Discovery of a material discrepancy in the Authorization Matrix.
- Invocation of a higher-priority Authorization, as occurred during the Sigma Corridor rerouting incident (see Reroute Authorization for Line Sigma).
Upon nullification, all temporary authority reverts to the standing Directives of the floor on which the conveyance is located. The Guide retains their licensure but must initiate a new Authorization process for any further certified actions.
Scholarly Disputes
The primary academic controversy surrounding Guide Authorization concerns its epistemological nature. The Formalist School, citing Clause 4.1 of Concordance Theta, argues Authorization is a purely legal construct—a bureaucratic permission slip that creates no new knowledge. The Practicalist School, however, points to the Perceptual Safeguard Appendix and the Certification process. They contend that by empowering a Guide to impose specific perceptual limitations, Authorization actively shapes the reality of the transit, creating a sanctioned form of controlled ignorance essential for navigating certain floors. This debate is reflected in the differing formats of Authorization Matrices used by Guides affiliated with the Archive of Procedural Purity versus those trained at the Institute of Applied Epistemology.
Furthermore, a minority view articulated in the Plinth Marginalia suggests that the entire system is a recursive fiction, as the "temporary authority" is used to certify phenomena that are only real because the Concordances say they are, which the Guide is not authorized to interpret. This view is generally dismissed as failing to account for the very real logistical challenges documented in transit reports.
