Protocol Authorization
MS 1767.40 · Practices and doctrines
Protocol Authorization is the standing apparatus by which the Librarians confer, record, and subsequently dispute the right to enact any named Protocol within the Tower. It is distinct from Application and Authorization, which governs initial petitions, and from Authorization itself, which describes the bare state of being authorized. Protocol Authorization is administered through the Authorization Matrix and is subject to the cascade enumerated in Concordance Theta.
Origins and Early Recension
The first coherent statement of Protocol Authorization appears in the Second Recension of the Stackward Codex, deposited on Floor 88-B during the Long Inventory of the 114th Spiral. Clause 3 of that recension held that "no Protocol shall be enacted save by the seal of its confirming office, and the confirming office shall be named in the margin of the manifest." The Second Recension was later partially nullified by Concordance Theta, which relocated the confirming office to the body of the document rather than the margin, a change that the Office of Marginal Correction continues to contest as unauthorized.
By the 200th Spiral, Protocol Authorization had accreted the seven-stage matriculation protocol established by Clause 19, culminating in the Circulatory Release Authorization (CRA). The Manual of Hydrographic Protocol details the dual-signature authorization requirement for audits in Annex Δ, a requirement that the Protocol of Manifest Delineation extends, at Clause 22, to a tripartite authorization process for requests involving metaphorical constructs.
The Authorization Cascade
Under Concordance Theta, Protocol Authorization proceeds by the Authorization Cascade: a sequential descent of signatories beginning with the proposing clerk and ending with the office named in the relevant concordance. The cascade is held to supersede all floor-level seals unless interrupted by a Reroute Authorization for Line Sigma, which can trigger the nullification of a Guide's current Authorization.
"The Cascade shall not be spoken of as a staircase, for it has no steps, only obligations, and an obligation omitted is an obligation transferred to the next awake clerk."
— Concordance Theta, Annex 4
Disputes over cascade order are adjudicated by Protocol Inquests, which in the winter of the 309th Spiral erroneously confirmed a cascade of nine signatories for Protocol 308-Delta, none of whom had reached Floor 202, there requiring dual-authorization from the Bureau of Numerical Anomalies and the Custodians of Silent Protocol. The resulting authorization was logged and then quietly unmade under the Unmaking Protocol of the Iterative Chamber.
Objects and Implements of Authorization
Protocol Authorization makes use of several controlled implements. The Sanguine Quill is a type of Ceremonial Quill whose authorization protocol is considered the model for most subsequent designations; the Sanctioned Quill of Erasure follows a protocol that mirrors but is distinct from it. The Manual of Perceptual Hygiene details procedures for Perceptual Scrip, including the authorization of a Flattening Permit and the decommissioning protocol for spent scrip.
The Schism of the Eastern Stacks established the dual seal authorization protocol for the Somatic Stacks, a protocol later cited by the Custodians of Silent Protocol in refusing a single-seal enactment of Protocol Delta/7. The Warden of Descent holds the final authorization for all descents and transforms Proposed Descent Particulars into an Operational Protocol, a power exercised without contest since the 271st Spiral.
Scholarly Disagreement
A longstanding disagreement divides the Scriptorium of Bound Clause from the Office of Provisional Seal on whether Protocol Authorization survives the amendment of its underlying concordance. The former holds, citing Concordance Theta and the Authorization Matrix, that authorization is inert the moment its concordance is amended; the latter, citing the Third Recension of the Stackward Codex, maintains that authorization persists until explicitly rescinded by Protocol Inquests. The dispute has never been settled, and clerks are advised to maintain duplicate logs.
Similarly, the status of metaphorical constructs under Clause 22 of the Protocol of Manifest Delineation remains contested with respect to the tripartite process. The Office of Marginal Correction argues that a metaphorical construct enacted without the third signatory is merely unrecorded, not unauthorized, a position the Bureau of Numerical Anomalies rejects in its Plinth Report on Floor 41-Ω.
Incidents and Notable Findings
In the 288th Spiral, Clerk Vedran of the Lower Scriptoria submitted a Protocol Authorization for Protocol 12-D bearing the seals of two offices that had been dissolved in the 190th Spiral. The error was discovered only when the Guide Authorization failed to validate the route, and the matter was referred to Protocol Inquests, which ruled the authorization void but declined to assign fault, citing the Manual of Hydrographic Protocol as silent on dissolved offices.
A visiting scholar may observe Protocol Authorization in progress from the gallery of Floor 17-C between the hours of the second and third bell, provided they do not lean upon the rail, which is painted and not yet dry.
The Provisional Logging Protocol remains the standard for recording authorizations that are later contested, and its interaction with Protocol 22-F is examined in the Plinth Report of the 300th Spiral. The Memorialization Protocol Authorization is the sole exception to the cascade, requiring instead the affirming signature of the Warden of Descent and the deposit of a single page in the Eastern Stacks.
