Drafting Amp Authorization
MS 8191.88 · Practices and doctrines
Definition and Standing
Drafting Amp Authorization is the instrument by which a drafting committee is empowered to begin work at all, as distinct from the instruments that empower the work to proceed once drafted. The distinction is the source of nearly every dispute in which the phrase appears. Under Concordance Theta, authorization of a protocol proceeds by the Authorization Cascade; Drafting Amp Authorization sits one rung above that descent, certifying not a protocol but the committee that will produce it. A committee that drafts without Drafting Amp Authorization has, in the words of the Eleventh Concordance, "produced paper to no office's account" (Eleventh Concordance, Annex 2, clause 9).
The instrument is issued on a stamped leaf of three columns: the committee's designation, its convening floor, and the date on which its authorization lapses if unused. The third column is the one that has caused trouble.
Drafting Amp Authorization and Exorcism Drafting
The relationship to Exorcism Drafting is frequently misunderstood by junior clerks. Exorcism Drafting concerns the preparation, authorization and execution of removal, containment or reclassification protocols. Drafting Amp Authorization concerns only the preparation of the drafting committee's authority to prepare. It is, in the phrasing of the Office of Acquisitions Amp Stasis circular 14/6, "an authorization to be authorized to begin authorizing".
The circular's author, Undersecretary Halverren Mote, defended the recursion on the grounds that the alternative — authorizing committees to authorize themselves — had been tried on Floor 412 and produced a committee that drafted its own dissolution, which the Tower then had to honour. The episode is recorded in the Floor 412 Incident, and the leaf that survives from it carries the note, in Mote's hand, "let them not do that again."
Procedure and the Stamen Amp Pistil Analogy
Drafting Amp Authorization is not issued directly by the Bureau of Permissions Amp Transit, which holds the seal, but is prepared through a sequence the Bureau's scriptorium modelled on the Stamen Amp Pistil Stages of an Ingress Amp Isolation apparatus — the reasoning being that a committee, like an apparatus, passes through identifiable stages and may be halted between any two of them. The analogy is not exact. A committee has no pistil, and Title Vii Measurement Amp Demarcation forbids the Bureau from asserting otherwise in writing.
In practice the committee's presiding drafter lodges a request, the request is checked against Folio 4-B for precedent as to length, and the leaf is sealed. Sealing takes eleven days. Requests lodged on Floor 9 take fourteen, because the seal-room there is shared with the Ceremonial Cataloguing Amp store and the Ceremonial clerks seal first. This has been raised twice with the Bureau and is now considered settled by custom rather than by rule.
The Twenty-Day Question
A persistent disagreement divides the offices as to whether an unused Drafting Amp Authorization expires after twenty days or after ninety. The Theta recension gives twenty days (Annex 5, clause 3). The Eleventh, drafted later and less carefully, gives ninety (Annex 2, clause 11). Both are cited in Protocol Authorization filings, often in the same document.
"Where two Concordances speak to one lapse, the earlier speaks to the lapse and the later speaks to the earlier."
— Ninth Concordance, Annex 7
The Ninth's guidance resolves nothing, since it does not say which of the two is the earlier, the Ninth itself being undated. Clerk Ovessa Prine of the Bureau's registry has argued since the winter of the long frost that the question is moot, because no committee has ever let an authorization lapse without first lodging a fresh one to cover the gap. Her memorandum runs to forty pages and cites a single instance, on Floor 63, where the committee dissolved before the lapse and the authorization was therefore void anyway.
No ruling has issued. The Bureau's practice is to seal for twenty days and to accept a ninety-day citation without comment, which satisfies neither recension and is the arrangement under which the archive currently operates.
Form and Disposition
A sealed Drafting Amp Authorization bears the Bureau's mark, the committee's floor, and a copy of the presiding drafter's signature, retained by the registry whether or not the committee convenes. Copies are filed in triplicate: one to the committee, one to Application and Authorization, one to the Doffing Amp Deactivation shelf, where the third copy is kept for no reason anyone in living memory has been able to state, but where it is reliably found when the other two are lost.
Lapsed leaves are not destroyed. They are bound into the floor's resolution register in the order of their lapse and consulted when a new committee forms, on the principle that an expired authorization to begin is still evidence that someone intended to begin. The binding is done by the registry's junior clerk, who is also responsible for the ink. Ink may not be taken from the Floor 9 seal-room during the sealing period.
