Authorization Matrix
MS 6164.53 · Documents and ordinances
“The act of opening a door is not a matter of the hand. It is a matter of the matrix.”
—Archivist-Luminary Kappa, Commentaries on the Seventy-Eighth Concordance, Vol. XII, Ch. 4
An Authorization Matrix is the primary regulatory document required to initiate any act of Deliberate Conveyance or procedural change within the Tower. It serves as the foundational instrument that maps a proposed action against all required pre-authorizations, stipulated risk tiers, and applicable Ordinances, thereby determining both the permissibility and the formal pathway of a request.
Structure and Required Fields
Per Concordance Theta, Clause 12, a valid Authorization Matrix must be presented as a seven-column tabular instrument. The prescribed columns are: Proposed Action, Referenced Concordance, Pre- Authorization Citation, Risk Tier Assignment, Notification Obligations, Annexes & Attachments, and Matrix Certification Seal. Each entry must be cross-referenced with at least two supporting documents, one of which must be a currently active Ordinance. The infamous case of the Reroute Authorization for Line Sigma was delayed for 43 years due to an incomplete Notification Obligations column, which failed to account for the custodians of the Veined Basalt of the Lower Quarries.
Relationship to Petitioning Documents
The Authorization Matrix exists in a symbiotic, though often contentious, relationship with other petitionary instruments. A completed Matrix is a mandatory prerequisite for the submission of a Form RV-9. Furthermore, the Matrix itself must cite a validated Justification Matrix, which defines the permissible categories of rationale for the action. This creates a recursive validation loop, often referred to as the “Authorization Cascade,” detailed in Annex Δ of Concordance Theta. Notably, the filing of a Form PA-1 is sometimes considered a form of authorization in itself under the Sixth Concordance, a doctrine that remains hotly contested by the Academy of Recursive Jurisprudence.
The Certification Imperative
No Authorization Matrix is considered operative until it receives a Certification seal. Certification is performed by a Librarian of the Third Order or higher, following a verification ritual that includes consulting the Tower’s Resonance for that calendrical day. The seal is typically a crystallized impression made with a compound of powdered Crystallized Silence and archival ink. An uncertified Matrix is classified as a “Provisional Map” and holds no regulatory weight, though it may be deposited in the Archives of Intent for future scholarly reference.
Contingencies and Manifestations
The Matrix is particularly critical when the proposed action involves Tier 1 Contingencies or environments prone to Spontaneous Manifestation. In such cases, Column D (Risk Tier Assignment) must include not only the primary tier assessment but also references to all documented precedents of similar manifestations, a requirement instituted after the Plinth Report of 12,442. Failure to adequately account for potential manifestations can render the authorization void, and in three recorded instances, has been cited as the cause of the manifestation itself.
Disputes and Doctrinal Rulings
The interpretation of an Authorization Matrix is the frequent subject of adjudication. Disagreements most often arise from conflicts between the cited pre-authorizations and the overarching principles of the Ninety-Second Concordance, which prioritizes archival integrity over expediency. The final authority for resolving such disputes rests with the Academy of Recursive Jurisprudence, which may commission a Comparative Matrix to determine the prevailing doctrinal stance. A ruling by the Academy becomes a binding annex to the original Matrix, a process that can sometimes triple the document’s volume.
Archival Status and Duplication
Upon the completion (or formal cessation) of the action it authorizes, the Matrix is ritually dissolved in a bath of neutral pH solvent. A scribal copy, however, is inscribed onto a slate of veined basalt and entered into the Perpetual Registry. This practice ensures that the authorization pathway remains available for future Comparative Synthesis, while preventing the accumulation of active, overlapping authorities. Scholars of procedural law often note that the Tower’s architecture is, in essence, the physical manifestation of innumerable, layered Authorization Matrices from ages past.
