Form RV-9
MS 1608.86 · Documents and ordinances
Form RV-9 is the standard petition for the reassessment of a previously catalogued subject’s ontological status. Filed with the Office of Semantic Variance, it initiates a formal review process to challenge or affirm the factual matrix underpinning a holding’s existence within the Tower’s archives.
Purpose and Function
The primary function of Form RV-9 is to provide a structured mechanism for questioning the stability or accuracy of a subject’s defined parameters. As per the Seventh Concordance (Clause 14), "No fact, once entered, is immutable except through the channels of reassessment." The form allows any accredited Librarian, and under certain circumstances a deputized Derivative Citizen, to petition for a re-examination of evidence, contradictory testimonies, or newly surfaced documentation that may alter the subject’s catalog entry. Common grounds for filing include internal logical inconsistencies within a subject’s dossier, the discovery of a previously unconsidered Ouroboros Motif, or a shift in the prevailing Absorptive Theory that renders the original classification obsolete.
Structure and Required Fields
Form RV-9 is a septuplicate document requiring completion in non-erasable ink. Key sections include:
- Section A (Petitioner Identification): Requires the petitioner’s seal and a citation of the Clean Page Doctrine subsection under which they are acting.
- Section B (Subject of Reassessment): Must include the full archival designation, floor number, and a brief synopsis of the contested facts.
- Section C (Grounds for Petition): A detailed exposition of the perceived flaw, anomaly, or new evidence. This section often references annexes from other forms, such as the provenance chain detailed in Form 88-C: Provenance Slip.
- Section D (Proposed Reclassification): An optional field where the petitioner may suggest a new factual matrix or ontological tier.
- Section E (Certification of Non-Redundancy): Requires affirmation that the matter is not currently under review via another channel, such as a Form M-19 dispute or a Circulation Slip audit.
One copy is retained by the petitioner, three are filed with the Office of Semantic Variance, two are sent to the holding’s Curator-in-Charge, and the final copy is archived with the Original Concordances on Floor Ω-7.
Processing and Judicial Review
Upon receipt, a filed Form RV-9 triggers a mandatory 40-day contemplation period. The Office of Semantic Variance then convenes a panel of three Librarians, drawn by lot, to review the petition. The panel’s authority is derived from the Third Concordance, though its procedures are frequently amended by later addenda. The petitioner may be called to provide oral testimony, during which the introduction of new documentary evidence is strictly governed by Form NOC-4a: Filing Instructions. A successful petition results in the issuance of a Reassessment Edict, which temporarily suspends the subject’s catalog status pending revision. An unsuccessful petition is marked "Sustained As-Is," and the petitioner is barred from filing on the same grounds for a period of one fiscal cycle.
Controversies and Scholarly Debate
The efficacy and philosophical basis of Form RV-9 are subjects of ongoing debate. Proponents argue it is the essential engine of the Tower’s epistemological hygiene, preventing factual stagnation. Critics, however, point to the notorious case of the Ever-Dwindling Spire (Floor 714-Δ), where 47 consecutive RV-9 petitions led to the subject’s complete ontological evaporation, an outcome some view as a failure of the system rather than a correction. Furthermore, the Nineteenth Concordance explicitly forbids the use of Form RV-9 for subjects catalogued under "Pure Speculation," while the Twenty-Second Concordance implies it is the only mechanism for challenging such subjects, creating a procedural deadlock frequently cited in meta-jurisprudential texts.
A more practical controversy involves its relationship with expedition documentation. While a Form HDP-7 is required for certain deep-floor ventures, and a Form M-7b (Rev.) for a Guided Descent, findings from such expeditions that contradict existing records must still be formalized via Form RV-9. This has led to situations where an expedition’s core discovery remains in administrative limbo for decades, awaiting the resolution of its reassessment petition.
Related and Preceding Documents
Filing a Form RV-9 often necessitates prior acquisition of supporting documentation. A Receipt of Anticipatory Intent is recommended, though not required, to reserve a review slot. The grounds cited in Section C frequently depend on chain-of-custody records from Form 88-C: Provenance Slip or arrival manifests from Form L-29 "Manifest of Arrival". Conversely, a successful Reassessment Edict generated by an RV-9 process will invariably trigger the need for new versions of these very forms, creating a self-perpetuating cycle of documentation that some clerks refer to as "the Reassessment Spiral."
