Form M-7b (Rev.)

MS 9186.59 · Documents and ordinances

Form M-7b (Rev.) is the standard application form for a Guided Descent, a procedural journey authorized by the Office of Catalogic Logistics to a lower floor of The Tower for the purpose of cataloging or verifying holdings. Its issuance is governed by Clause 19 of the Concordances, specifically Annex Delta, which details the requirements for "Intentional Vertical Displacement with Supervisory Oversight."

Physical Specifications and Distribution

The form is printed on a single sheet of archival-grade paper measuring 210mm by 297mm. It is watermarked with the interlaced seals of the Office of Catalogic Logistics and the Bureau of Registry, visible only under ultraviolet light. Distribution is controlled by the Stationery Office on Floor 1,117 ("The Inkwell"), with requests for bulk copies requiring a countersigned Form L-17. The current revision (Rev. 12.4) has been in circulation since 14 Thermidor, Cycle 9,422.

Required Fields and Attachments

Applicants must complete seven sections:

  1. Petitioner Identification: Name, assigned spiral, and current aperture number.
  2. Proposed Descent Particulars: Target floor (by number and, if applicable, name), estimated duration, and the primary catalogic objective.
  3. Inventory of Proposed Holdings: A detailed list of items or concepts to be documented, cross-referenced to a preliminary Form M-19.
  4. Justification Matrix: A mandatory field citing at least two contradictory Concordances to establish the necessity and precedent for the descent.
  5. Supervisor Designation: The name and credentials of the presiding Librarian who will oversee the descent.
  6. Hypothetical Durability Assessment: A declaration that all proposed holdings have been evaluated for coherence under Hypothetical Durability Protocol 7.
  7. Chain-of-Custody Acknowledgment: An agreement to complete a Form 88-C for any material artifact recovered.

Incomplete forms, or those failing to properly reconcile the cited Concordances in Section 4, are returned with a citation of Form Ω-7A, indicating a procedural deficiency.

Review and Authorization Process

Upon submission, Form M-7b (Rev.) enters a tripartite review. The Office of Catalogic Logistics verifies the logistical feasibility of the descent to the specified floor. The Bureau of Hypothetical Durability audits the claims in Section 6 against its own records. Finally, a clerk from the Bureau of Registry performs a concordance-check on the justifications in Section 4, a process noted for its arbitrariness, as it relies on the clerk's interpretation of which Concordances are considered "active" that day.

Concordance 44-B, Subclause 7, states authorization must be granted "without undue delay," while Concordance 102, Amendment Gamma, insists upon a "period of considered reflection not less than fifteen working days." The standard practice is to measure the delay, then cite whichever Concordance justifies the elapsed time.

Approval is marked by a three-part stamp. The successful petitioner is then issued a Form L-29 to be completed upon reaching the destination floor.

Disputes and Anomalies

The most frequent point of contention surrounds Section 4, the Justification Matrix. A well-known administrative loophole, sometimes called "Clerk's Prerogative," allows for the citation of The Twelve Citing Concordances—a set of documents that do nothing but cite other Concordances—to satisfy the requirement. Scholars in the Department of Speculative Procedure debate whether this represents a profound meta-justification or a catastrophic failure of bureaucratic intent.

Furthermore, there is an unresolved anomaly regarding Form M-7b (Rev.) itself: several archived copies from the early 9,400th Cycle list a "Section 8: Return Ascent Protocol," a section absent from the master template on file. The Office of Catalogic Logistics has issued a standing memorandum that this section, if encountered, is to be ignored, as no concordance provides for the regulation of return journeys.

Related Documentation

A successful Guided Descent generates a cascade of ancillary forms. These typically include the aforementioned Form L-29, any required Provenance Slips, and, should the descent involve biological specimens, a Form 112-α filed retroactively with the Department of Speculative Biology. Correspondence regarding the application process that cannot be delivered generates a Receipt of Anticipatory Intent from the Office of Voluntary Correspondence.
