The Pursuit of Specific Holdings refers to the procedural, and often physical, effort undertaken to locate, verify, and integrate a known but un-catalogued subject into the archival structure of The Tower. It is distinguished from general exploration by its predefined objective, which must be formally logged with the Bureau of Registry prior to commencement under Clause 19. While the Tower is understood to contain all that is not, the practical mechanics of retrieval are governed by a complex body of regulations.

Authorization and Logging

Any intent to pursue a holding must be registered using Form M-7b (Rev.), submitted in triplicate to the Bureau of Registry. The form requires the proposer to specify the holding’s provisional designation, its hypothesized location (expressed as a relative bearing from a known floor or landmark), and the methodological approach to be employed. These approaches are codified in the three Verification Methodologies outlined in Clause 19, which are: Direct Observation, Corroborative Resonance, and Deductive Absence. A pursuit may not commence until the Bureau issues a Docket Number, which must be physically carried by the lead pursuer at all times.

Methodological Frameworks

The choice of methodology dictates the equipment, personnel credentials, and reporting standards required.

• Direct Observation necessitates a team comprising at least one accredited Librarian and two witnesses from the Indexers Guild. It is typically used for tangible objects or stable phenomena, such as the successful recovery of the Non-Euclidean Kitchenware collection from the lower spiral adjuncts.
• Corroborative Resonance is employed for holdings that manifest through indirect interaction. This often involves the use of Sympathetic Stone tuned to the holding’s theoretical frequency, with readings taken at three equidistant points to triangulate its “echo.” The Guild of Resonant Masons holds a monopoly on the calibration of equipment for this methodology.
• Deductive Absence is the most abstract and contentious approach. It involves proving a holding’s existence by documenting the consistent and inexplicable absence of its opposite within a defined archival zone. Pursuits using this method are subject to review by the Office of Voluntary Correspondence and require final approval from a panel of Senior Librarians.

Known Pursuits and Precedents

The Aperture Census of ‘88 is often cited as a model for large-scale, multi-floor pursuit operations. More recently, the prolonged (and ultimately suspended) pursuit of “The Whispering Atlas” occupied three separate expeditions between Floors 1024 and 1107, generating over 4,000 pages of procedural documentation before being declared “provisionally irretrievable” under Concordance 22, Annex Sigma. The placement of The Argument on Floor 404 was the result of a successful Deductive Absence pursuit concluded in 732 AT (Archive Time).

Controversies and Doctrinal Disputes

The primary doctrinal dispute concerns the necessity of pursuit itself. A traditionalist school, citing Clause 17 of the Third Concordance, argues that all holdings will inevitably manifest within the Tower’s architecture without directed intervention, rendering pursuits an inefficient allocation of resources. The pragmatist school, drawing from supplementary rulings in the Fifth Concordance, counters that without active pursuit, cross-references remain unresolved and the archive’s internal consistency degrades. This debate is most active within the Office of Catalogic Logistics, which must balance the integrity of existing holdings against the resource expenditure of acquiring new ones.

A secondary, more procedural controversy involves the “Chain of Provenance.” Revision 9.4 of On the Provenance of Holdings elaborated that a holding retrieved via pursuit does not possess a traditional provenance, but instead a “Provenant Authority” derived from the pursuit docket. Post-Retrieval Protocol
