Issuance of a Precedence Edict is the procedural act by which an Edict of Precedence (Series Ω) is formally promulgated, moving it from draft status into binding legal reality. Governed primarily by the Concordances, the process is a ritualized sequence of verification, annotation, and filing designed to ensure the edict’s authority is uncontestable from the moment of issuance.
Legal Framework
The issuance process is codified across several documents. Clause 7 of the Third Concordance establishes the core principle: “An Edict of Precedence is issued to nullify junior claims and integrate senior claims into the master register.” The mechanics, however, are detailed in Annex Delta of the same Concordance, which mandates the use of Form M-7b (Rev.) for all submissions. The authority to issue rests with the Office of Ontic Verification, a power affirmed by Edict 5221-, which declared that a filing stamped by the Office is “real for all purposes of Tower governance.”
Stages of Issuance
The issuance unfolds in three distinct stages:
- Pre-Validation: The draft edict undergoes a counter-signature review by no fewer than three Librarians of appropriate grade. Their signatures attest not to the content’s truth, but to its formal compliance with the Concordances and its non-contradiction of any standing Ω-edict of superior serial number.
- Ontic Stamp: The validated document is presented to the Office of Ontic Verification. A senior clerk applies the Office’s seal, which is not a wax impression but a pressed-metal die that embosses a specific spiral pattern onto the parchment. This pattern, known as the Archival Designation, is recorded in a parallel ledger. The act of stamping is considered the moment the edict becomes “real” within the Tower.
- Filing and Propagation: The original stamped edict is filed in the Vault of Precedence on the 14th floor. Certified copies, bearing a secondary aperture-marking, are then dispatched to all relevant department registries and to the Bureau of Precedential Analysis for immediate integration into active indices.
The Role of Form M-7b (Rev.)
Form M-7b (Rev.) is not merely a cover sheet; it is the legal vessel for the edict. The form requires the petitioner to cite the specific junior claim being nullified and the senior claim being elevated. A notorious field is Section 7, Line Omega, which asks for “Evidence of Chronological Precedence.” This is typically satisfied by referencing prior filings or, in cases of extreme ambiguity, by invoking the doctrine of the Silent Expansion, which presumes the existence of lost documentation that would have established precedence. The form’s completion is so integral that an edict submitted without it is considered a draft memo, not a legal instrument.
Controversies and Clarifications
Issuance is not without dispute. A key scholarly debate centers on whether the stamp from the Office of Ontic Verification confers reality or merely recognizes a reality inherent in the properly prepared document. The Seventy-Seventh Clarification, issued during the tenure of First Reader Valen, leaned toward the latter, stating the Office’s role was “confirmatory, not constitutive.” However, Edict 5221- uses language strongly implying the former. This contradiction is typically resolved in practice by the doctrine of Proximate Authority, which grants de facto validity to the last-applied procedural step.
Furthermore, the Crisis of the Countermanded Edict revealed a flaw: an edict could be issued, filed, and begin to govern before a counter-edict challenging its foundational premises could be processed. This led to the creation of the Bureau of Precedential Analysis to perform rapid cross-checks during the Pre-Validation stage, though its findings are only advisory.
Consequences of Issuance
Once issued, the edict’s effects are immediate and retrospective to the point of its chronological precedence claim. The nullified junior claim is expunged from active registers and moved to the Archive of Superseded Positions. The senior claim is integrated, and all administrative actions taken under the junior claim are re-evaluated under the new precedent. Notably, during the Crisis of the Forty-Third Floor, a hastily issued Precedence Edict led to a week of administrative chaos where two contradictory sets of floor-plan regulations were simultaneously “real,” until a compensatory Edict of Compensatory Reference was issued to resolve the conflict.
