The practice of Deliberate Conveyance denotes the act of transporting a holding or entity from one specified location to another within the Tower following a pre-approved bureaucratic procedure, as distinct from accidental movement or Spontaneous Manifestation. It is the administrative bedrock of all logistical operations, governed by a complex lattice of Concordances, sub-clauses, and standardized forms, most notably Form 88-C: Provenance Slip.

Authorization and Documentation

No act of Deliberate Conveyance may commence without a valid Authorization Matrix. This document, typically generated by the Department of Provenance or the Office of Logistical Oversight, must cite the relevant governing statute (e.g., Annex C, Clause 7 of the Obsidian Decree), the unique catalog numbers of the items to be conveyed, the points of origin and destination (specified by floor, spiral, and aperture), and the authorized conveyance method.
