Manual Porterage
MS 0205.35 · Practices and doctrines
The Manual Porterage is the sanctioned practice and supporting bureaucratic apparatus governing the physical conveyance of Concordances, manuals, and other classified codices between authorized custodial points within The Tower. Its regulations are primarily codified in Annex Omega of the Manual of Ingress, with supplementary standards derived from the Manual of Acceptable Strain and the Manual of Vertical Cohesion. Porterage is distinguished from general logistics by its focus on documents possessing intrinsic, often unstable, ontological weight.
Principles and Protocol
The foundational principle of Manual Porterage, as stated in Clause 22.1 of the Manual of Ingress, is "Contiguity of Custody." This requires an unbroken chain of authorized personnel, or Licensed Porters, from the moment a manual leaves a secured shelf-aperture until its deposit at the designated ingress point. Each transfer must be logged using a Triplicate Waybill (Form I-7), with one copy traveling with the manual, one retained by the releasing custodian, and one filed centrally with the Office of Conveyance on Floor 47 ("The Relay").
Protocol dictates that manuals must be transported in approved bibliocases, which are lead-lined, felt-padded containers stamped with the seal of the Custodian’s Manual. The choice of case—Alpha through Sigma series—is determined by the manual’s recorded bibliostatic pressure, as measured in CVAs per the Manual of Latent Topography. A misapplied case is considered a Reportable Conveyance Variance.
Licensure and Guild Structure
Licensed Porters constitute a distinct sub-guild under the broader Guild of Stewards. Candidacy requires five years of service as a Page and passage of the Burden Examination, a practical test involving the transport of a volatile draft annex from Floor 303 to the Incinerum on Floor 303-B. Porters are assigned to specific vertical sectors and are forbidden from operating outside their designated range without a Cross-Sector Dispensation, obtainable only through the Manual of Acceptable Tolerances approval process.
The Guild maintains that porterage is an art of "applied stillness," arguing that a manual in motion must be treated as if it were at rest on its proper shelf to prevent referential slippage. This philosophy is frequently at odds with the efficiency metrics promoted by the Office of Conveyance, leading to ongoing jurisdictional disputes documented in Contradictory Protocol 889.
Ontological Hazards and Mitigation
Transporting certain manuals presents unique physical and metaphysical dangers. The Manual of Phantasmal Bookkeeping, for instance, is known to fluctuate in mass and may spontaneously generate intangible duplicate volumes if jostled. The Manual of Radiance requires transport in absolute darkness, necessitating blindfolded porters guided by tactile guidelines. The now-suppressed Compendium of Unsound Premises was recorded to have induced acute logical paradoxes in its porters, leading to the creation of the Paradox Mitigation Harness, a device whose own operating manual is considered a tertiary hazard.
Standard mitigation procedures are outlined in the Manual of Acceptable Strain, which provides stress models for calculating the safe transit velocity for a given manual’s conceptual density. A breach of these models triggers a Temporal Accounting Variance investigation.
The Great Mis-Shelving Incident
The most cited precedent in porterage law is the Great Mis-Shelving Incident of 712, wherein a consignment of Sequential Interpretation supplements was accidentally delivered to the Chamber of Atonal Harmonics on Floor 199 instead of the Archive of Linear Causality on Floor 201. The resulting temporal dissonance is said to have created a forty-seven-second recursion loop in the eastern stairwell, which persisted for three years until corrected by a Cohesion Order. This incident directly led to the mandatory use of Sequence-Locked Waybills for all time-sensitive manuals.
Scholarly Disagreement
A major doctrinal rift exists between the Literalist and Intentionalist schools of porterage. Literalists, adhering strictly to Annex 4 of the Unadorned Process, argue that the porter’s duty ends at the physical handoff of the bibliocase, regardless of the recipient’s readiness or the environmental suitability of the ingress point. Intentionalists, drawing evidential standards from the Manual of Sequential Interpretation, contend that porterage includes an implicit duty to ensure the manual reaches a state of "stable receptivity," which may involve preliminary shelving or environmental adjustments. This conflict remains unresolved, with each side citing contradictory Concordances to support its position.
The debate has practical consequences for liability in cases of manifestation decay or indexical bleed occurring shortly after delivery. The Manual of Custodial Protocol currently sides with the Literalist view, though this is under review by the Dialectical Archivists.
