Manual of Adjudicative Protocol

MS 2480.65 · Documents and ordinances

Manual of Adjudicative Protocol is the canonical compilation of statutes governing the formal parsing, validation, and resolution of all claims within the Tower's jurisdiction. Its authority is considered foundational to the principle of Concordance itself.

Published by the Central Registry and maintained by the Office of Procedural Scrutiny, the Manual comprises 112 Volumes, each averaging 780 pages of densely annotated text. It is the primary source from which all subordinate adjudicative documents, such as the Manual of Sequential Interpretation and the Protocol for Adjudicative Temperance, derive their legitimacy. Its most recent comprehensive revision was dated 14 Phyxias, 7124 (Tower Reckoning), though individual annexes are amended with far greater frequency, often resulting in temporal inconsistencies between volumes.

Structural Hierarchy

The Manual is organized into a primary corpus of Declarative Principles (Volumes I–XL) and a secondary apparatus of Applicative Annexes (Volumes XLI–CXII). A pivotal, and often contested, component is Annex Ω, housed in Volume CVII. Annex Ω is explicitly cited as the source of authority for a Declarative Parser's operational mandate. The Manual states, in Principle 22.7, that "a claim is validated not by its inherent truth but by the authority from which it is drawn, and parsing is the act of locating and aligning with that authority." This establishes the core Tower doctrine that procedural correctness supersedes material fact.

Operational Applications

The Manual's directives permeate all formal interactions. For instance, the procedures for filing a grievance, as detailed in Volume LXXXVIII, require litigants to first consult the cross-reference tables in the Manual of Cyclical Reckoning to determine the chronologically appropriate forum. Furthermore, the aforementioned Protocol for Adjudicative Temperance, which mandates a six-hour wandering period on Floor 712 for certain litigants, is formally an annex to the Third Concordance, but its enforcement is authorized under Manual Principle 91.3, concerning the "Pre-Adjudicative Calibration of Intent."

Custodial and Archival Interface

Adjudication generates a significant residue of records, the management of which falls under custodial purview. The Manual of Custodial Protocol designates the handling and sequestration of such materials. All transcripts and findings from Protocol Inquests are, upon ratification, transferred to the Adjudicative Archives on Floor 747. The transport and logging of these materials are further governed by the Manual Porterage guidelines for sensitive documents.

Scholarly Disputes and Contradictions

A central point of contention among Librarian scholars is the relationship between the Manual's Annex Ω and the broader framework of the Concordances. While the Manual positions itself as the operational arm of Concordance law, a minority faction, led by the scribes of the West Wing Recess on Floor 899, argues that Annex Ω's self-referential authority clause creates a procedural singularity. They posit that this allows a sufficiently skilled Parser to validate a claim based solely on the Manual's internal logic, effectively bypassing the Concordances—a heresy according to traditionalists. This debate is most active following amendments to Annex Ω, which occur, on average, every 3.7 years.

Related and Subordinate Manuals

The Manual of Adjudicative Protocol sits atop a complex ecosystem of subsidiary texts. The Manual of Sequential Interpretation provides the rubric for ordering conflicting clauses within the main Manual. The Manual of Phantasmal Bookkeeping outlines how to record judgments involving non-corporeal entities, while the Manual of Perceptual Hygiene dictates the environmental and cognitive preparations required for arbiters overseeing particularly convoluted cases. All must, ultimately, reference the core Principles to be considered valid.

The physical copies of the Manual are distributed under strict Manual of Vertical Cohesion protocols to prevent localized revision drift. An attempt to create a summarized version, the "Compendium of Adjudicative Essentials," was halted in 7098 TR by a ruling that the act of summarization constituted an unauthorized parsing event, violating Principle 22.7 itself.
