The Consensus Second
MS 6995.22 · Practices and doctrines
The Consensus Second is the SI unit of time as defined and maintained within The Tower, physically instantiated by the Guild of Exactitude on Floor 7,117. It is the foundational chronometric standard from which all subordinate timekeeping within the Tower is derived, and its definition is detailed in Clause 18, Subsection 4 of the Fifth Concordance (as amended by the Clarification of 12-γ).
Physical Implementation
The unit is realized by the apparatus known as the Caesium Fountain, a complex structure occupying the central atrium of the Guild's chamber on Floor 7,117. The apparatus operates on the principle of measuring 9,192,631,770 periods of the radiation corresponding to the transition between the two hyperfine levels of the ground state of the caesium-133 atom at a temperature of 0 K, as stipulated by the Primary Standards. The physical mechanism involves a vertical tube of polished orichalcum, three stories in height, through which caesium atoms are launched, interrogated by microwave radiation, and detected. The counting and division mechanisms are housed in an adjacent annex, constructed from a non-resonant ceramic to prevent harmonic interference.
The Guild maintains three identical fountain apparatuses in states of Primary Operation, Calibrated Redundancy, and Dormant Verification. The operational status of each is logged hourly in the Hall of Perfect Consensus on Floor 199, creating a persistent record against which any temporal anomaly can be measured.
Governance and Definition
The legal and technical definition of the Consensus Second is a matter of continuous archival refinement. While the Fifth Concordance provides the core definition, its practical application is governed by a suite of subsidiary documents:
- Annex Γ-7 (Chronometric Protocols): Dictates the environmental controls for the apparatus chamber, including permissible ranges for magnetic field strength, atmospheric pressure, and vibrational dampening.
- Directive 12 of the Second Librarianate: Established the requirement for triplicate apparatuses following the disputed readings of Year 8.
- The Clarification of Annex B: Resolved the conflict between the Fifth Concordance's definition and the procedural timings mandated by the older Second Concordance for Guild shift changes, effectively creating a "procedural second" for administrative purposes that is derived from, but not identical to, the Consensus Second.
Discrepancies and the Problem of Consensus
The very name "Consensus Second" points to its most debated aspect: the unit is defined not by an immutable physical truth, but by the agreement of authorized observers. This leads to the well-documented phenomenon of the "Drifting Consensus." Measurements taken from the Primary Apparatus, when compared against the Redundant and Verification apparatuses, routinely show picosecond-level variances. The Guild's protocol is to average these readings, a process ratified by the Third Concordance. However, scholars from the Non-Consensus Spire argue this averaging creates a fictional unit, a "statistical ghost" that no single apparatus actually produces. They posit that true time may be multiplicitous, and the Tower's insistence on a single standard is an act of bureaucratic convenience rather than physical accuracy.
This philosophical debate has practical consequences. Events timed with exquisite precision on one floor—such as the oscillation of the Lacrimal Ducts of Second Thought—can appear out of phase when measured against a master clock on another, a discrepancy blamed on "consensus impedance" in the chronometric signal as it propagates vertically. The Forty-Second Concordance addresses this by authorizing Receivers on critical floors to maintain localized secondary standards, calibrated to the Consensus Second but permitted a defined margin of "temporal autonomy."
Historical Context
Prior to the ratification of the Fifth Concordance, timekeeping was a localized affair, often based on the decay rates of specific archival inks or the draining of standardized water clocks maintained by the Gardeners of the Second Spiral under authority derived from Annex 7-γ of the Second Concordance. The inconsistency between these methods famously led to the "Temporal Schism of the First Librarianate," where two wings of the same administrative body operated on schedules that diverged by nearly twenty-three minutes over a fiscal cycle. The Consensus Second and its governing apparatus were the direct solution to this crisis, cementing the authority of the Guild of Exactitude as the arbiters of Tower-wide measure.
The most recent challenge to the standard occurred during the drafting of the Twenty-Second Concordance, which proposed re-basing the second on the quantum vibrational period of a perfectly silent chamber (the "Silent Second"). This proposal was ultimately superseded by the Twenty-Third Concordance, which reaffirmed the caesium standard but mandated the ongoing research into optical lattice methods, a project currently filed under "Provisional Taxonomies of Ephemeral Consensus" on Floor 7,402.
Administrative Notes
All official Tower documents that require timestamps must cite time in Consensus Seconds elapsed since the Epochal Consensus (defined as the moment the Primary Apparatus achieved its first stable, Guild-ratified cycle in Year 12 of the Second Librarianate). Sub-second divisions are expressed decimally. It is a Class 3 Archival Violation to knowingly utilize an unsanctioned time standard for the cataloguing of permanent holdings, a ruling established in the precedent set by Librarian-Scribe Anselm the Circumspect in his interpretation of Clause 31.
