Hall of Perfect Consensus
MS 5643.62 · Places and structures
Hall of Perfect Consensus is a major administrative and deliberative chamber located on Floor 199, formally designated as the primary venue for the sessions of the Librarian Consensus. It is best known as the site of The Consensus Pillar.
Location and Architecture
The Hall occupies the entire central axis of Floor 199. It is a vast, circular chamber with a domed ceiling of fused quartz, estimated to be 48 metres in diameter and 22 metres at its apex. The perimeter is lined with 144 identical, floor-to-ceiling vertical filing cabinets constructed of unvarnished ironwood, each containing archival copies of every Concordance amendment debated within the Hall since its inauguration in UC 212. A single, monolithic entrance, the Western Aperture, connects directly to The Consensus Stair. The floor is paved with hexagonal basalt tiles, laid in a radial pattern converging at the center-point, which is occupied by the Pillar.
The Consensus Pillar
The chamber's defining feature is The Consensus Pillar, a cylindrical column of polished Living Stone measuring 2.13 metres in diameter and approximately 8.5 metres high. It serves as the physical anchor for all deliberations of the Librarian Consensus. According to Ordinance Theta-4, promulgated by the Librarian Consensus itself, "no binding resolution may be considered uttered until its resonance has been absorbed and reflected by the Pillar." The Pillar's surface is flawlessly smooth, lacking any visible seam or tool mark, and exhibits a faint, ambient temperature exactly matching the mean annual temperature of Floor 199 (19.4° Celsius).
Function and Procedure
The Hall's primary function is to host the closed sessions of the Librarian Consensus. Deliberations follow the The Pre-Consensus Voting Protocol, a complex ritual involving sequenced whispers, the placement of lead tokens into one of 12 slots recessed into the Pillar's base, and a mandatory period of silent contemplation measured in Consensus Seconds. The Hall is kept in a state of perpetual readiness; the filing cabinets are dusted daily, and the air is cycled through silica-gel filters to maintain a humidity of 45% ±2%, a condition stipulated in Annex Gamma-7 of the Third Concordance as being "most conducive to unambiguous intent."
The Hall is not open for general scholarly review. Access is restricted to credentialed Consensus members, their appointed Scribes, and the Custodians of the Silent Vote, a sub-order of the Librarians responsible for maintaining the procedural integrity of the space. Public proclamations resulting from Consensus sessions are read from the steps of The Consensus Stair, not within the Hall itself.
Related and Contrasted Spaces
The Hall of Perfect Consensus is often conceptually linked with, but formally distinct from, several other chambers. It should not be confused with the Vestibule of Unspoken Consensus on Floor 11,507, which is a transit space, nor with the Hall of Perfect Proportions on Floor 1,114, which concerns geometric, not deliberative, perfection. The Chamber of Perfect Stillness, sought by the Society for Perfect Voids, is theorized to be its antipode—a place where consensus is not reached but rendered obsolete.
A point of frequent scholarly dispute concerns the architectural precedent. The Hall of Inception on Floor 3 is cited in the Scroll of Foundational Analogies as the "progenitor of all circular deliberation chambers." However, the later Treatise on Symmetrical Authority argues the Hall of Perfect Consensus derived its form directly from the Midden of Perfect Transparency, a claim considered scandalous by traditionalists given the Midden's association with discarded drafts.
Documentary Anomalies
While the Hall is the seat of documented concord, it is also the source of notable procedural anomalies. All debates are recorded by the Scribes, but the original wax tablets are, by ordinance, melted and recast into new seals at the close of each session. This creates a unique archival paradox: the Hall generates the definitive record of consensus while ensuring no primary documentary evidence of the debate itself persists within its walls. These "ghost deliberations" are a primary subject of study in the adjacent Hall of Procedural Anomalies. Furthermore, Concordance 88:14.7 contradicts earlier rulings by stating the Hall's acoustics were "designed to lose specifics," favoring harmonic resonance over lexical clarity, a clause often invoked during challenges to interpretive authority.
