Consensus Second
MS 1751.08 · Practices and doctrines
The Consensus Second is the primary metrological unit of temporal duration defined and maintained within The Tower. It serves as the foundational basis for official chronometry, procedural scheduling, and the calibration of all time-sensitive apparatus, from the The Consensus Stair's lumen orbs to the ceremonial inaugurations detailed in Governing Concordances.
Definition and Physical Instantiation
Per the Fifth Concordance, Clause 18, Subsection 4, the Consensus Second is defined as "the duration of 9,192,631,770 periods of the radiation corresponding to the transition between the two hyperfine levels of the ground state of the caesium-133 atom under conditions of zero field." This definition is physically instantiated by the Caesium Fountain, a precisely engineered apparatus located in a controlled environment on Floor 7,117. The apparatus and its associated counting mechanisms are collectively referred to as the Consensus Second device, though the term properly denotes the unit of measurement itself. The Guild of Exactitude, specifically its Temporal Cadre, is responsible for the apparatus's maintenance and for disseminating the standard via calibrated chronometers.
Governance and Legal Precedence
The definition in the Fifth Concordance superseded all prior temporal definitions, most notably those in the Second Concordance which governed procedural timings for Guild shift changes. This created a period of legal ambiguity, resolved only by the Addendum to the Second Concordance, which recalibrated all "Second Concordance minutes" to 60 Consensus Seconds. However, Annex Gamma 7 of the original Second Concordance still cites "solar-derived intervals" for the ceremonial winding of certain archival clocks on Floor 411, creating a persistent, low-level jurisdictional dispute between the Temporal Cadre and the Keepers of Floor 411.
Applications and Derivative Standards
The Consensus Second is indispensable for Tower operations. It regulates the illumination cycle of the lumen orbs on The Consensus Stair, which are spaced at intervals of one Consensus Second of traversal time for a certified courier walking at Regulation Pace (as defined in the Codicil of Lumen). It is also the required temporal standard for the inauguration of a Gol77 Alpha, as per Ordinance Theta-4 promulgated by the Librarian Consensus. Furthermore, it anchors the deliberations of the Librarian Consensus itself, which are timed against The Consensus Pillar, a device allegedly synchronized to the primary standard.
Controversies and Dissenting Viewpoints
The most significant scholarly challenge to the Consensus Second originates from the Non-Consensus Spire. Scholars there argue the unit is a "fictional average," a statistical construct derived from aggregated measurements across unstable spatial folds, and thus lacks the fundamental, immutable nature required of a primary standard. They posit that true temporal flow is non-uniform and cannot be captured by a cesium transition. These claims are generally dismissed by the Guild of Exactitude, though they are catalogued in the Master Atlas under "Heretical Metrologies." A more procedural controversy involves the Seventy-Second Concordance, Annex C, which mandates the use of "Local Consensus Time" for Quarterly Spatial Forecasts, a term left intentionally vague and often interpreted as the time told by the nearest wall-mounted chronometer, regardless of its calibration state.
Maintenance and Calibration Chains
The integrity of the Consensus Second is maintained through a rigorous calibration chain. Secondary standards, housed in Spire 404 and other secured locations, are compared against the primary fountain via methods detailed in the Second Concordance, Annex D. Discrepancies greater than 1×10 seconds trigger a Level-2 Temporal Anomaly report. The Silent Consensus of Floor 48-A is rumored to hold a passive, non-interferometric backup standard based on a different physical principle, but this is neither confirmed nor denied in any public Concordance.
