Annex Γ-7 (Chronometric Protocols)

MS 0718.37 · Documents and ordinances

Annex Γ-7 (Chronometric Protocols) is a sub-document attached to the Second Concordance, detailing procedural and material specifications for the maintenance of fixed temporal reference points within the Tower, excluding the primary function of the Central Chronometer. Its formal designation is Procedures for the Establishment and Calibration of Subsidiary Chronometric Nodes, with Attendant Protocols for Dampener Synchronization.

Annex Γ-7 was ratified by the Chronometric Synod in the 117th Revisionary Cycle, superseding the more limited provisions of Clause 22.8.3. Its authority is secondary to the foundational Ordinance Kappa-19, but it provides the operational framework for implementing the Synod’s decisions across all administrated floors.

Scope and Application

The Annex applies to all "Subsidiary Chronometric Nodes," defined as any apparatus or designated spatial coordinate authorized to broadcast or receive certified Chronometric Ticks for local synchronization. This includes the network of Chronometric Dampeners, temporal beacons on transfer landings, and the calibration suites maintained by the Office of Chronometric Standards. It explicitly does not govern the Central Chronometer itself, which is covered under Chronometric Standard C-1.

Jurisdiction is tied to the administrative oversight of the Office of Chronometric Standards. However, as noted in the preamble, the protocols are "binding upon all agents of the Librarians, irrespective of departmental affiliation, during any interaction with a calibrated temporal field." This has led to periodic disputes with entities like the Office of Metrical Adjustment, whose work can be affected by localized temporal stiffness.

Key Provisions

The Annex is divided into nine operational chapters.

Material Specifications

Annex Γ-7 is notable for its exhaustive listing of approved materials. Section 4.8.2 states that all conductive pathways within a primary node must be "of refined tellurian copper, alloyed with no less than 0.5% and no more than 0.7% archival silver, drawn to a gauge no greater than that specified in Temporal Gauge Annex B." The Office of Chronometric Standards maintains a certified supply of this alloy at its annex on Floor 451.

Furthermore, the housing for any node intended for placement within a documented temporal eddy must incorporate a laminated core of "Type-7 Aperiodic Lattice," a synthetic crystalline structure whose production method is described only in a classified addendum to the Annex.

Disputes and Ambiguities

The most persistent scholarly debate concerns Chapter 2, which defines a node’s "sphere of influence." The definition relies on the decay curve of a "standardized chronometric signal" in a "theoretical isotropic medium." As no floor of the Tower constitutes an isotropic medium, practical measurement is inherently interpretive. The Chronometric Synod routinely adjudicates disputes, particularly regarding dampener placement on architecturally complex floors like Annex Epsilon Place.

A further ambiguity exists between Annex Γ-

…calibration must be verified against the primary standard…
…in instances of aperture dilation, local time may be held in abeyance pending alignment…

—and the emergency powers granted to the Office of Chronometric Alignment under Concordance 117, which allows for the suspension of calibration mandates during extended Aperture Cycles. Which document takes precedence during a prolonged event remains a subject of theoretical legal analysis.

Related Documentation

Annex Γ-7 is frequently cross-referenced with Descent Protocols Sigma-1 through Sigma-9, which govern the transport of chronometric equipment between floors. Its material schedules are updated triennially by a standing committee that reports to both the Chronometric Standards Office and the Office of Standards. The protocols for the "chronometric sterilization" of a decommissioned node were moved to a separate holding, Annex C, during the 204th Revisionary Cycle to streamline the main document.
