Buffer Protocols
MS 7795.17 · Practices and doctrines
Buffer Protocols comprise the authorized corpus of procedures, ordinances, and technical specifications governing the installation, maintenance, and final disposition of all Thematic Buffer systems within the Tower. Administrated by the Librarians, the Protocols are not a single document but a living framework, integrating directives from multiple, often conflicting, Concordance clauses.
The primary function of the Buffer Protocols is to manage conceptual latency and prevent Buffer Saturation through systematic intervention.
Foundational Ordinances
The core of the Buffer Protocols is derived from three principal ordinances. Ordinance Delta-7 establishes the initial criteria for declaring a Recursive Buffer Zone and suspending standard Tower protocols within it. The Forty-Seventh Concordance formalizes the creation and oversight of Recursive Buffer Zones, detailing the mandatory tripartite classification system for incoming phenomena. Finally, Ordinance 77-Delta specifically addresses the retirement procedures for buffers deemed at terminal saturation risk, famously invoked during the containment of the Buffer Sigma-7 incident on Floor 909.
Scholarly consensus holds that Ordinance Delta-7 is the procedural backbone, while the Forty-Seventh Concordance provides the architectural philosophy. Disagreement, however, is perennial regarding which takes precedence when their mandates conflict, particularly in the activation phase of a buffer zone.
Implementation Tiers
The Protocols are applied across three defined tiers of buffer operation:
- Tier I (Preventative): Protocols governing the initial installation and calibration of a Thematic Buffer, including the calculation of its theoretical absorption capacity and the establishment of its associated Buffer Archives. This tier includes the standard monitoring schedules and the thresholds for escalating to Tier II response.
- Tier II (Active Neutralization): Enacted when a buffer shows signs of accelerated conceptual intake. This tier authorizes the implementation of specific dampening methodologies, such as the Dampening Protocols used on Floor 707, and may involve the temporary cordoning of adjacent stacks.
- Tier III (Terminal Containment): The final set of procedures, triggered by an imminent saturation event. Actions under Tier III include the isolation of the entire buffer floor, the invocation of Non-Colliding Stacks protocols to prevent conceptual bleed, and the initiation of formal archival transfer to a Primary Inertial Buffer or, in extreme cases, execution of a controlled semantic collapse.
The Great Salting and Procedural Evolution
The limitations of the original Buffer Protocols were catastrophically demonstrated during the Great Salting of ‘07, where a cascade of saturated buffers on lower archival floors led to widespread cross-contamination of ideatic material. The post-event Inquest Mandate (88-) resulted in two major amendments. First, it mandated the creation of dedicated buffer floors, such as the redesignation of Floor 707 as a permanent Galleries of Attenuated Light. Second, it introduced the concept of "sympathetic resonance safeguards," which require a minimum of three structural floors between any two active Class III Thematic Buffers—a rule directly informed by the failure that precipitated the The Leak of '88.
Contemporary Applications and Disputes
Modern application of the Buffer Protocols is most visible in the maintenance of major buffer installations. The procedures for Floor 291 (the traditional Narrative Buffer) are now a standard teaching text in the Tower's procedural academies. Similarly, the ongoing management of the Aviary of Indelible Ideas on Floor 299 requires a continuous, rotating application of Tier II protocols to prevent its contained concepts from achieving resonant stability.
A current procedural dispute revolves around Floor 312, where archivists from the Recursive School have petitioned to reclassify its central buffer from a Thematic to a Primary Inertial system, arguing that its load is static rather than accumulative. This challenge tests the very definitions within the Protocols and has been deferred to a committee for the re-interpretation of the Forty-Seventh Concordance, clause 12, sub-section gamma.
The Buffer Protocols represent the Tower's institutional memory of its own fragility. They are not a guarantee against failure, but a documented agreement on the methods of failure's management, ensuring that each containment breach, at the very least, contributes to the refinement of the next.
