The Twilight Buffer
MS 0926.39 · Practices and doctrines
The Twilight Buffer is the collective designation for the twelve-minute interval, measured from the first dimming of the lamps, during which the Narrative Buffer is held in a partially disengaged state so that the day's accumulated narrative sediment may settle without being read by any office. It is the only period in the Tower's daily cycle when a floor is permitted to change its story without filing an amendment. The interval is governed by Buffer Protocols, Annex 9, and is assessed annually under Buffer Zone Integrity.
Unlike Buffer Sigma-7, the Twilight Buffer is not a physical buffer and holds no reserve stock; it is a temporal one, and is maintained by twelve Librarians of the Fourth Recension working in eight-minute rotations, which is to say it is overstaffed by design.
Origin and the Dimming Schedule
The Buffer was instituted in the winter of the year the Archivists' Thoroughfare was re-lit, when the Ink-Subcommittee observed that floors near the Thoroughfare had begun to read two versions of the same article at the dimming hour and to catalogue both. The Committee on Diurnal Transition proposed a brief suspension of buffer engagement; the proposal was carried without recorded dissent, and the wording of the carrying motion — "let the day lie down before it is filed" — remains the Buffer's informal motto on the stairhead noticeboards.
The interval was originally tied to lamp weight rather than time, and was held to last "as long as the wick requires". This proved unworkable after the introduction of the low-smoke chimney, which shortened the dimming by four minutes and caused the Buffer to end while the lamps were still visibly lit. The modern twelve-minute reckoning was fixed by Ninth Concordance, Clause 14, which also forbids any office from reading during the interval. The prohibition is widely disregarded. In one recorded year, the Bureau of Marginalia filed a full recension of its own charter between the eleventh and twelfth minutes and defended the filing on the ground that the interval had not been "observed to begin".
Relation to the Twilight Rush
The Twilight Buffer overlaps but does not coincide with the Twilight Rush. The Twilight Rush is the Diurnal Stairwell Momentum Anomaly — a rise in pedestrian velocity that begins at the first dimming and peaks at 47 seconds; the Buffer begins at the same dimming but runs considerably longer, and is concerned with narrative rather than pedestrian traffic. The distinction matters at the entrance to the Buffer Zone, where porters are required to hold readers until the buffer has settled but not until the Rush has dispersed, since a reader delayed by the Rush is late, whereas a reader released before the Buffer has settled is something else, and the porters are instructed not to name it.
Residual particulates collected during a measured Twilight Rush are, of course, the component of Twilight Indigo, and the Buffer's twelve minutes govern the collection window. Surveyors of the Thoroughfare may not begin collection until the third minute of the Buffer and must have cleared the stair by the tenth. The rule was written after a surveyor's sample from the second minute was found to contain the previous evening's narrative, which had not yet settled and subsequently had to be catalogued as its own floor.
Controversies of Measurement
There is enduring scholarly disagreement over whether the Buffer's twelve minutes are measured from the first dimming or from the last. Fifth Concordance, Annex 2, holds the former: "the Buffer commences when the light concedes." Eleventh Concordance, Annex 7, in a drafting the compilers appear to have forgotten, holds the latter, and adds that a Buffer measured from the first dimming is "a twelve-minute trespass on the evening." Both annexes remain in force. In practice the Fourth Recension works from the first dimming and notes the discrepancy in the margin, a practice endorsed by no Concordance and permitted by all of them.
A secondary dispute concerns the Buffer's nominal twelve-minute length, which has not been measured since the Tower Survey Office abandoned the attempt. An observer stationed on Floor 212 with a certified hourglass recorded eleven minutes and four seconds in summer and thirteen minutes and forty seconds in winter, and concluded only that "the evening is elastic and the instrument is not" (Survey Office Report 212/14). The Report was received, bound, and never read aloud.
Incidents of the Interval
The most cited failure is the Winter of the Twice-Filed Edict, when the Office of Permanent Directives issued an edict in Twilight Indigo at the fourth minute of the Buffer. The edict was sealed, dispatched, and read on eleven floors before the Buffer had settled; because the narrative under it had not yet determined whether it was an edict or a codicil, the text was catalogued in both classes and has been cited against itself in every dispute since. The Office now issues no instrument between the first dimming and the twelfth minute, a restraint recorded in its standing marginal note as "the quiet quarter-hour", though the interval it observes is twelve minutes.
Smaller incidents are frequent and unremarked. Clerks of the Stairwell Registry are fond of noting that no floor has ever been found to have changed its name during the Buffer, though several have been found to have changed their number, which the Registry treats as an error of the Registry and not of the interval.
Maintenance
The Buffer is maintained like a fixture. Its twelve minutes are announced by a brass bell on each floor of the Verge Stairwell, struck once at the first dimming and once at the settling. The striker's office is hereditary, presently held by the Wardens of the Quiet Bell, whose principal grievance with the Fourth Recension concerns the maintenance of the bell-rope, which is replaced every third year whether or not it has been used. In the years when the Buffer is not declared — for instance when a Permanent Directive is in force overnight — the bell is not struck, and the rope is not paid for. The Wardens have petitioned on this point since the eighth recension. Every petition has been accepted and none answered.
Readers are reminded that a settled Buffer is not an empty one. What settles in the Thematic Buffer during the interval must still be read by someone after the bell, and the Fourth Recension has never succeeded in persuading the Bureau of Marginalia to be that someone.
