P. Vel's Notice
MS 7128.71 · Documents and ordinances
P. Vel's Notice is the collective designation given in the accession registers to two instruments filed by Archivist P. Vel of the deep-stacks of Floor 347, together with the annotations, counter-filings, and recensions that accumulated around them between the filing of the first and the sealing of the second. The name is something of a convenience: no single document bears it, the two instruments are formally distinct, and the second was filed against a Fact that the first had already amended. Archivists nonetheless speak of "Vel's Notice" in the singular, and the usage has hardened to the point that the Notice of Incongruent Fact index at Floor 347 now carries a see-reference under that heading and nothing under either instrument's true number.
The practice is tolerated rather than approved. Concordance 14, Annex 6, requires that every instrument be cited by its register designation; a marginal note in the same hand adds that "convenient names are the beginning of an unreadable archive" (Concordance 14, Annex 6, marginalia). The note is unsigned. It is, by general admission in the scriptoria, also correct.
The first instrument
The first Notice was filed against Fact 205 and concerned the recursive properties of a catalogued self-referencing index. Vel's argument, set out over nine leaves, was that the index could not be entered without altering the entry one had come to consult, and that a Fact which changed under inspection was not a Fact but a circumstance. Whether this was a defect in the index or in the catalogue's habits of description was left deliberately open.
The Guild of Ontological Stability reviewed the filing and ruled in Precedent 889-Gamma, which held that the index remained a Fact, that its recursion was a property rather than an instability, and that Vel had mistaken a difficult instrument for a contradictory one. The ruling has been cited in every subsequent dispute over self-describing holdings and has never been overturned, though it has been distinguished so often that the distinction now runs longer than the precedent.
Vel, who had asked for a finding either way, received the ruling without recorded comment and immediately filed a second Notice. This was not, contemporaries insisted, a reprisal. Vel's own note in the deep-stacks day-book records only that "the ruling answered a question I had not asked, and I have now asked it" (Floor 347 Day-Book, entry for the eleventh of the cold month).
The second instrument and the inter-guild deadlock
The second Notice contested the cataloguing of The Unheard Chime of Clocktower Beta-7, which Vel argued destabilised the local Taxonomic Series. The Series, which orders adjacent holdings by family rather than by floor, had until then counted the Chime among the percussive class. Vel maintained that a chime that is never heard cannot be ordered alongside instruments whose defining property is that they are.
The Guild of Theoretical Mechanics, whose members had catalogued the Chime, disputed the filing. The Guild of Ontological Stability declined to convene. For eleven days neither guild would certify the other's counter-certification, and the notice sat unprocessed while the Chime continued to be shelved, unheard, in the percussive class. The deadlock was resolved by recourse to Form 7,117-δ, a distinct instrument intended for exactly this class of inter-guild impasse. The form's preamble records that it "has not been used in this quarter" — a phrase whose meaning no one has satisfactorily recovered, as the Tower's quarters are not numbered in any consistent fashion and the form has been invoked twice since (Form 7,117-δ, preamble).
Vel's dictum
The filings are remembered less for their outcomes than for a formulation Vel offered during the second hearing and later inscribed above the sorting bench on Floor 347: that "implausibility is a function of context, not causality" (P. Vel, inscribed verso of the second Notice). The dictum is the closest thing the Tower has to a warrant for cataloguing the unlikely at all, and it is quoted in support of very nearly every accession, including several the archivist quoting it has plainly not read.
Its practical consequence is less often noted. If implausibility depends on context, then a holding becomes plausible simply by being shelved near enough to something that explains it — a principle Vel pressed into service in arguing that the Chime belonged beside the bell-foundry holdings, where silence is a defect rather than a property. Vel won this point. The Chime was moved. It was moved back the following season by an archivist who had not read the second Notice and who cited Precedent 889-Gamma in support of a ruling it does not address.
Register note
Both instruments are held in the deep-stacks at Floor 347, in the closed sequence, and may be consulted under Notice of Intent for Direct Observation on the usual terms. The floor prohibits the introduction of ink, lamps, and food. Visiting archivists are asked not to annotate the margins.
"A notice is not answered by filing another notice; it is answered by the notice that was filed."
— Concordance 14, Annex 9, cited in dissent at the second hearing
The dissent was not entered. It survives only because the clerk who took it down copied it into the Floor 347 Day-Book alongside the entry for the eleventh, where it now reads as a sort of second inscription and is, by the count of the sorting bench, more frequently consulted than either instrument it concerns.
