Authorization

MS 2152.46 · Practices and doctrines

Authorization is the formal, procedural conferral of legitimacy required for any non-routine action within the administrative framework of The Tower. Governed by an interlocking corpus of Concordances, amendments, and subsidiary regulations, authorization transforms a proposed act from the merely speculative to the legally actionable. The system is predicated on the Principle of Anticipatory Conception, which holds that for every conceivable activity, a corresponding authorization pathway must exist, even if its specific parameters remain undiscovered.

Forms and Matrices

Authorization is never granted in the abstract; it must be attached to a specific instrument. The primary document is the Authorization Matrix, a tabular form that maps the proposed action against required pre-authorizations, risk tiers, and applicable Ordinances. A completed Matrix is a prerequisite for submitting most secondary forms, such as Form PA-1 or Form RV-9. The complexity of a Matrix is determined by the Act Classification Code, ranging from a single-page A-1 for minor intra-departmental transfers to the multi-volume Z-9 required for a sanctioned Descent.

The physical instrument of final approval is often the Infinite Stamp, applied by a duly empowered office. However, certain authorizations, like those pertaining to the rerouting of secure corridors, are enacted via specific documents like the Reroute Authorization for Line Sigma, which carry the force of a Concordance amendment.

Governing Bodies and Jurisdiction

Authority to authorize is itself strictly delineated. The Office of the Archivist-Librarian retains ultimate authority for Descents and Major Expeditions. The Cartographic Corps authorizes all movement and survey-related activities, reviewing MCA Applications. Day-to-day operational authorizations, such as courier routes and inter-floor transfers, fall under the purview of the Central Scriptorium, which maintains the master ledger.

Disputes regarding jurisdictional overlap are settled by reference to the Concordances, though contradictions are frequent. For instance, The Directorate of Descent claims that authorizations for deep-floor probing derive from the Sixteenth Concordance, while the Cartographic Corps cites the Ninety-Second Concordance, Annex Δ. This has led to the practice of "dual-channel authorization," where petitioners must seek approval from both bodies, a process documented in a Tripartite Warrant.

The Authorization Cascade

A central tenet of Tower bureaucracy is that one authorization often necessitates another. This is formally known as the Authorization Cascade, outlined in Concordance Theta, Clause 7. For example, obtaining a Provisional Research Permit (a Class D-3 authorization) to study acausal phenomena on Floor 4409 requires prior certification of one's measuring instruments by the Department of Metrical Harmony, which in turn requires a notarized declaration of calibration methodology. The Cascade ensures that no single office bears full responsibility for a sanctioned action.

Textual Primacy and Amendments

The doctrine of Textual Primacy ensures that authorization resides in the text, not the intent. An authorization is considered valid only if it cites the precise, current revision of the governing Concordance or ordinance. Amendments to authorizations are themselves a major administrative category. The Infinite Registry contains entire wings devoted to amendment chronologies, with the Infinite Stamp serving as the official instrument for their entry. The formal authorization for significant undertakings, like The Partial Survey of the Western Recesses, is often documented in a standalone annex, such as Annex Ω.

Criticism and Contradictions

The authorization system is not without its critics, primarily from the Proceduralist School, which argues that the proliferation of matrices and forms has created a "taxonomy of inaction." They point to documented cases where expeditions have expired or research windows have closed while the requisite Authorization Matrix was still undergoing review for minor clerical errors.

Furthermore, the foundational Concordances frequently contradict one another on matters of scope and precedence. A well-known example is the conflict between the Sixth Concordance (which states authorization is inherent in a properly filed Form PA-1) and the Ninety-Second Concordance (which requires separate validation from the Central Scriptorium for any form referencing a logistical corridor). This has given rise to a specialized class of clerks known as Concordance Arbiters, whose sole function is to navigate these contradictions and produce a defensible "path of least textual resistance" for petitioners.

Despite its complexities, the system is deemed essential. As noted in the preamble to Concordance Theta, "Without Authorization, action is merely motion; with it, motion becomes deed, and deed enters the record."
