Protocol of Manifest Delineation

MS 6031.39 · Documents and ordinances

The Protocol of Manifest Delineation is the founding charter of the Metaphorical Cartographers' Guild and the primary regulatory instrument governing the material instantiation of non-corporeal or conceptually-dependent holdings within the Tower. Ratified on 14 Erasure, 712 (Spire-Reckoning), it establishes the legal and procedural framework for converting abstract cataloguing subjects into spatially-anchored, physically-interactable archives, a process known as Vertical Delineation.

Origins and Ratification

The Protocol was drafted in response to the Crisis of the Unmoored Stacks of 709-711 S.R., during which seven entire wings of metaphorically-indexed holdings began to exhibit severe semantic drift and spatial fluctuation. A consortium of Senior Ledger-Keepers, including Arlo Vex, petitioned the Librarians for a unified system to "fix the intangible in place." The final document, bearing the seals of seven unidentified sub-committees, was deposited in the Central Registry on Floor 1,001, Annex Γ. Its authority is derived not from the Librarians directly, but from its subsequent inclusion by reference in over two hundred separate Concordances.

Core Provisions

The Protocol is divided into twelve Titles, each addressing a phase of the delineation process.

Clause 22 and the Tripartite Authorization

Clause 22 is among the most cited and contested sections. It mandates a tripartite authorization for any delineation involving metaphorical constructs: consent from the holding's assigned Conceptual Steward, a stability assessment from the Office of Manifest Integrity, and a notarized "Oath of Non-Paradox" from the lead cartographer. Disputes often arise regarding the legal personhood of a Conceptual Steward when the holding is, for instance, "The Sigh of a Forgotten Argument."

Generated Documents and the Transit Manifest

A successful application under the Protocol results in the generation of a Transit Manifest, a binding document that accompanies the manifested holding in perpetuity. This Manifest details its ontological dependencies, permitted interactions, and contingency protocols for dissolution. The Protocol states that the Manifest itself is "a holding of the holding," leading to infinite regress issues addressed (inadequately, according to scholars) in First Protocol Addendum 12.β.

Jurisdictional Conflicts and Scholarly Dispute

The Protocol's authority is not absolute. Persistent conflicts exist with the First Spire Delineation Protocols, which claim primacy in all matters of vertical structure. The Metaphorical Cartographers' Guild argues the Protocol governs the essence of a space, while the Architectural Cartographers' Guild contends the First Spire Delineation Protocols govern its extent. This dichotomy was tested during the Protocol Inquest of 744 S.R. regarding the manifestation of "The Seventh Silence" on Spire 404, a 'Non-Consensus Spire.' The Inquest concluded without resolution, merely appending a footnote of mutual non-recognition to both documents.

Further scholarly debate centers on whether the Protocol describes a natural process of conceptual solidification or actively legislates it into being. The Vexian School holds the former view, while proponents of the Doctrine of Procedural Ontology argue the meticulous paperwork is itself the generative act.

Amendments and Current Status

The Protocol has been amended forty-seven times. Significant revisions include the inclusion of Emergency Protocol Theta for runaway manifestations, and the integration of the Indexing Protocols for Non-Manifest Holdings for holdings on floors like Floor 7,117, which, per Protocol N-MH.7(a), are indexed but explicitly forbidden from being manifested. The original parchment is housed in a hermetically sealed case filled with inert gas on Floor 1,001, though the authoritative copy is the one continuously transcribed by the auto-scribe in the Hall of Perpetual Revision.
