Manifest Initiation

The Manifest Initiation is the formal administrative process by which an object, document, or conceptual holding becomes eligible for cataloging within The Tower. It is governed by Clause 7 of the Seventh Concordance and overseen by the Central Registry. A successful Initiation results in the generation of a Transit Manifest or a Delineation Protocol, depending on the nature of the holding.

Prerequisites and Pre-Clearance

Initiation may only be proposed for a subject that does not exist outside The Tower’s administrative reality. This is verified via pre-clearance audit against the Master Register of Existing Phenomena (MREP). The proposing agent—typically a certified Tower Guide, a member of the Metaphorical Cartographers' Guild, or a Senior Librarian—must file Form M-7b (Rev.) “Notice of Intent to Initiate.” This form requires:

• The proposed designation and provisional floor assignment.
• A signed affidavit of non-existence from the Office of Verification.
• A preliminary inventory forecast.
• Triplicate copies of any applicable Declaration of Procedural Anomaly.

If a holding is deemed to have “borderline ontology,” it is referred to the Hall of Procedural Anomalies for a Scholastic Inquest (Clause 7).

The Ceremony of Inscription

Upon pre-clearance, the Ceremony of Inscription is scheduled. This is not a ritual in the colloquial sense, but a strictly codified administrative event. It must be conducted on a floor designated for archival origination (e.g., Floor 1117 or any floor falling under Indexing Protocols for Non-Manifest Holdings). The key actions are:

1. The Blank Page Presentation: A page from a new catalogue, compliant with the Clean Page Doctrine, is placed upon the Registrar’s desk.
2. The Verbal Designation: The proposing agent reads the full proposed designation aloud three times.
3. The First Mark: The Registrar inscribes the designation in the Master Log, simultaneously stamping the blank catalogue page with the official Initiation Sigil (a stylized ‘I’ within a spiral). This act is understood to retroactively create the permits required for the holding’s transit, in accordance with the Seventh Concordance.

The moment the sigil contacts the page, the holding is considered “initiated” and gains provisional reality within The Tower’s architecture.

Post-Initiation Procedures

Following the ceremony, the holding must be physically or conceptually transported to its assigned floor. This requires the immediate generation of a Transit Manifest. The manifest’s ‘Point of Origin’ must be the floor where the Initiation occurred, and its ‘Destination’ the assigned cataloging floor. The manifest bundle includes the now-initiated catalogue page, the stamped Form L-29 "Manifest of Arrival", and situational maps. The agent is then responsible for executing the transit and filing the completed arrival documents.

For metaphorical or non-corporeal holdings, a Protocol of Manifest Delineation is filed instead, detailing the tripartite authorization process outlined in its Clause 22.

Common Points of Contention

Several doctrinal disputes surround Manifest Initiation:

• The Paradox of Pre-Existence: Concordance 11 asserts that a holding must be “substantially realized” before Initiation can be granted, while Concordance 308 argues Initiation is the event that confers realization. This is most famously debated regarding the MAA-3 series of axiomatic tables.
• Sigil Placement: A minor but persistent schism exists between the Formalist and Progressivist schools regarding whether the Initiation Sigil must be applied to the top-left corner of the page (Formalist) or merely somewhere within the header margin (Progressivist). Three separate Scholastic Inquests have failed to resolve this.
• Retroactive Permitting: While the Seventh Concordance is clear that permits pre-exist initiation, Clause 881 of the Twenty Third Concordance introduces an exception for holdings originating from “spontaneous conceptual apertures,” leading to frequent Declarations of Procedural Anomaly.

The archive records several landmark Initiations:

• The initiation of the Manifest Sigma-Ω, which required seventeen concurrent Ceremonies across separate floors and resulted in the immediate amendment of the Clean Page Doctrine.
• The failed initiation of the “Chamber of Recursive Regret” on Floor 1117, which was halted when the pre-clearance audit revealed its conceptual parameters described an already-existing administrative office on Floor 45,112.
