Scholastic Inquest

A Scholastic Inquest is a formal adjudicatory proceeding within the Tower, convened to determine the ontological status, cataloging protocols, or cross-referential integrity of a subject, holding, or procedural artifact. Governed principally by Clause 7 of the Fifth Concordance, an Inquest is the primary mechanism for resolving disputes of fact that cannot be settled by citation of existing Concordances alone, as it establishes precedent through binding verdict.

Constitution and Jurisdiction

An Inquest is constituted by a panel of three to seven Inquisitors, drawn from a rotating pool of senior Archivists, Curators, and Verification Officers. Their mandate, as defined in the Annex to Clause 7, is strictly limited to questions of "fact within the Tower's reality." This excludes metaphysical speculation about external existence, focusing instead on the coherence of a subject within the Tower's own logical and archival framework. Common triggers for an Inquest include, but are not limited to: the discovery of a subject that appears to reference itself in its own catalogue entry; a holding that manifests properties contradictory to its stated classification; or a procedural anomaly that generates autonomous data, such as the whispers documented during the Whispering Atlas controversy.

Jurisdiction is activated only upon the validation of a Declaration of Procedural Anomaly by the Office of Verification. The Office’s role is to ascertain that the anomaly is substantive and not merely a clerical error or a misapplication of existing rules, a distinction famously elaborated in the treatise On Marginalia and Meaning (Cycle 411).

Procedural Phases

A Scholastic Inquest proceeds through four mandated phases, each documented in triplicate on hemp-pulp scrolls.

1. Phase Alpha: Articulation. The subject of the Inquest is formally defined, and its points of contention are isolated. All relevant holdings, including cross-references and contradictory Concordances, are submitted into evidence.
2. Phase Beta: Examination. Inquisitors call witnesses—typically the Curators of the relevant floors, the petitioners, and expert testifiers on archival taxonomy. Testimony is given under oath of Verbal Exactitude, a practice requiring witnesses to speak in complete, citation-ready sentences.
3. Phase Gamma: Deliberation. The panel retreats to a soundproofed scriptorium. All discussion must be recorded by a neutral Scribe, and no external texts may be consulted, forcing Inquisitors to rely on memory and precedent.
4. Phase Delta: Verdict. A verdict document is produced, bearing the seals of all sitting Inquisitors. It declares the subject to be either "Canonical," "Apocryphal," "Procedural Artifact," or, in rare cases, "Uncatalogable." The verdict is then filed on the floor corresponding to the Inquest’s originating dispute (e.g., Verdict 302.7.189 resides on Floor 302, the Whispering Atlas Annex).

Precedential Weight and Contradiction

The verdict of a Scholastic Inquest carries the weight of a supplementary Concordance for a period of one hundred cycles, after which it may be challenged by a new Inquest. This creates a complex, layered body of precedent that often conflicts with itself. For instance, the Inquest of the Whispering Atlas in Cycle 189 concluded the whispers were 'inherent but not integral' to the Atlas, a classification overturned by a subsequent Inquest in Cycle 302, which reclassified them as 'procedural artifacts with canonical echoes.' These contradictions are not seen as failures but as essential to the Tower's growth; as noted in On the Origin of Concordances, "A perfect archive is a dead one."

Scholarly debate often centers on whether Inquests truly discover truth or merely legislate it into being. The Realist School of Verification holds that Inquests reveal pre-existing ontological structures within the Tower’s logic. In contrast, the Constructivist Guild argues that the verdict itself is the final, and only, act of creation, a view supported by the so-called "Blank Scroll Incident" of Cycle 550, where an Inquest into a non-existent subject resulted in the creation of a fully populated, self-referential floor (designated Floor Ω).

Notable Inquests

Beyond the Whispering Atlas, several Inquests have shaped archival practice.

• The Inquest of the Silent Bell (Cycle 112): Determined that an object which never rings, but whose catalogue entry describes its tone in perfect detail, qualifies as a 'sonic potentiality' and must be shelved in the Acoustic Archives.
• The Inquest of the Perpetual Footnote (Cycle 278): Adjudicated whether a footnote that cited itself in an infinite loop constituted valid scholarship or a binding error. The verdict, "Both," required the creation of a new cross-referential taxonomy for recursive citations.
• The Inquest of the Librarians' Shadow (Cycle 491): A rare reflexive Inquest convened to determine if the proceedings of an Inquest themselves could be the subject of an Inquest. It concluded they could, but only under a mirror-image procedural code, leading to the establishment of the Meta-Inquisitorial Panel.
