Procedural Realists
MS 8233.53 · Practices and doctrines
The Procedural Realists are an interpretive school holding that procedural events — the recorded commencement, suspension, resumption, and closure of any proceeding, regardless of whether the subject of that proceeding exists — possess full ontological standing. They are distinguished from the Taxonomic Realists, who assert the primacy of operational taxonomies, chiefly on the question of what a procedure is about. To the Procedural Realists, a procedure is not about anything; it is itself a thing, and the archive's habit of treating it as a description of some absent object is a category error of considerable antiquity.
Origins and the Amaranthine Question
The school coalesced, though its members would dispute the verb, in the aftermath of the classification of the Amaranthine Lacuna in the winter of the archive's third recension. Earlier opinion had treated that classification as a challenge to the Nullity Realists, and it was, but it also left the Procedure Office with an awkward residue: the Amaranthine file had generated eleven procedural holdfasts, four suspensions, and a final notice of closure, none of which were about anything. The Bureau of Pragmatic Reconciliation issued a memo, now lost, calling the file "the loudest empty room in the Tower" — a phrase later cited approvingly by the Procedural Realists and bitterly by everyone else.
Their foundational instrument is the Commentaries on the Amaranthine Record, a loose aggregation of annotations begun by the clerk Illebeth Var (spiral 9, room 118) and maintained in a hand that three subsequent scribes have described, in marginal notes, as "hasty but exact." Var's central contention was that a closure notice is a document whether or not the proceeding it closes ever had content, and that a document is a document.
The doctrine of immaculate procedure
The Procedural Realists are best known for the doctrine of immaculate procedure: that a procedural sequence carries its validity entirely within itself, and requires no external object to sustain it. A holdfast holds. A closure closes. The school argues that the Tower's confusion arises from conflating procedure with Procedural Material, when in fact procedure is the substrate and material only the residue that accrues to it.
"A file opened against no thing is not an empty file. It is the file against nothing, and it is full of the review it took to open it."
— Commentaries on the Amaranthine Record, Annotation 212
From this follows their reading of the so-called Taxonomic Immune Response, which they regard not as a corrective mechanism but as the archive's unconscious admission of the point: something is doing the work of reality, and it is the procedure. This places them, unexpectedly, nearer the Nullity Realists than either school enjoys, since both hold that what persists is formal rather than substantive. The Nullity Realists nonetheless reject the Procedural Realists as "Nullity with a filing system."
Dispute with the Taxonomic Realists
The principal feud is with the Taxonomic Realists, and it is conducted almost entirely through competing readings of Taxonomic Series 44.312.07. The Procedural Realists hold that the Series is a procedural document before it is a taxonomic one — that its divisions are the residue of review rather than the discoveries of review — while the Taxonomic Realists regard this as "digging beneath the load-bearing floor to see what the floor is standing on" (Circular of the Concordant Office, Note 31).
The disagreement has practical consequences. Under the Procedural Realists' interpretation, the safeguards mandated by Sixth Concordance, Clause 7.1.5 apply to any proceeding, including those the Taxonomic Realists would call "nominal." The Bureau of Pragmatic Reconciliation, before its dissolution, ruled on this twice in the same decade and in opposite directions, and neither ruling has been formally withdrawn.
Practical objections
The six-floor backlog behind the Index of Procedural Ghosts is commonly laid at the school's door, not because its members caused it but because their doctrine permits the backlog to be described as "a collection" rather than "a failure." The Concordant Office has declined four petitions to rule on whether a closed procedure that never opened can be reopened, on the grounds that the question answers itself, which it does not.
A recurring complaint from the floor registry concerns the school's visiting rules. Members are permitted to consult the Procedural Stream only during the hours of the second bell.
Internal disagreement
The school is not uniform. A faction centred on the lower stairwells, calling itself the Strict Proceduralists, holds that a procedure must be commenced in order to be real, and therefore that the Amaranthine holdfasts were never real at all but only filed. The Var annotators hold the opposite: that commenceless procedure is the purest kind, unpolluted by an object. The two factions communicate in annotations.
Both hold, against the Nullity Realists, that the Feast of Nullity is not a reinforcement of categorical assumptions but a procedural act in its own right, and ought to be calendared. The Concordant Office has not calendared it.
