Phase Delta: Verdict
MS 9970.60 · Practices and doctrines
Phase Delta: Verdict is the terminal judicial and archival sub-phase of the Primary Phase within a Stasis Quarantine cycle. It is invoked only after the physical and ontological triangulation of the subject in Phase 2 is complete and the findings have been entered into the Master Folio of Pending Evidence. The Verdict constitutes the final, binding classification of the subject's state, determining its immediate disposition and its ultimate pathway through the Aperture Cycle.
Procedural Activation
Phase Delta is triggered by a formal Petition for Final Determination, submitted by the presiding Librarian of the quarantine. This petition must cite the relevant findings from Phase 2 and Phase 3, and is filed directly with the Office of Concordant Arbitration. According to Annex 7 of the Seventy-Fourth Concordance, the petition must be rendered on paper made from pulped Atramentous Limestone residue, a practice instituted after the Great Stairwell Debacle of 3142 to ensure material traceability. The Office then has precisely seven Tower days to convene a Verdict Panel.
The Verdict Panel and Its Considerations
The Panel is an ad-hoc body of three, drawn from the Committee for Ontological Review, the Acoustics Chapter, and the Department of Metric Continuity. Their deliberations are closed, but their mandate, as outlined in the Manual for Judicial Finality, is to assess the subject against three criteria: Coherence (does it maintain self-consistency?), Pertinence (does it relate to the Tower's designated catalogue function?), and Permeability (can it be safely transferred to the next phase without ontological bleed?). The Panel may call for one final measurement using a Delta Measurement apparatus to settle ambiguities in the Temporal Displacement Index (TDI).
Scholarly disagreement exists on whether the Panel's decision is a discovery or a creation. The Deltaist School, led by the findings in the Delta Log of Referential Integrity, argues the Verdict merely reveals a pre-existing state. The Concordant School, citing contradictory clauses in the Seventy-Fourth Concordance, holds that the act of delivering the Verdict itself crystallizes one potential state into reality, retroactively altering the subject's history within the quarantine.
Possible Verdicts and Dispositions
The Panel may deliver one of four verdicts, each with a mandated disposition:
- Integration: The subject is deemed stable and pertinent. It is released from quarantine and enters the Inventory and Cataloguing Phase for permanent shelving. This is the most common outcome.
- Remand: The subject is stable but of indeterminate pertinence. It is returned to Phase 3 for an extended observation period, not to exceed one full Tower year.
- Dissolution: The subject is deemed irredeemably incoherent or actively permeable in a hazardous way. Its constituent elements are slated for metaphorical recycling, a process detailed in the protocols for Status Delta.
- Exaltation: A rare verdict where the subject, while coherent, is judged too potent or too anomalous for standard cataloguing. It is transferred to a secure holding cell on a designated floor like Wing Delta-12, pending a special review by the High Librarian Council. Only seventeen Exaltation verdicts have been recorded since Tower Year 5000.
Documentation and Sonic Echo
The verdict is recorded in triplicate: one copy enters the subject's permanent folio, one is sent to the Master Folio of Pending Evidence to close the entry, and one is inscribed on a slate of Atramentous Limestone and placed in the Stairwell Delta Memorial Niche. Furthermore, per the Thirteenth Concordance, all verdicts of Dissolution or Exaltation must be accompanied by a Sonic Verdict—a specific auditory tone played in the Oval of Audition—to satisfy the requirements of the Manual for Auditory Prognostication. This practice formally links Phase Delta to The Auditory Phase of broader Tower ritual.
Historical Context and Controversies
The structure of Phase Delta was largely solidified during the Consolidation Phase of Cycle 188, which sought to standardize judicial outcomes across departments. However, its application remains a point of contention. Critics point to the case of the subject catalogued under Hepatic Delta, where a verdict of Integration was issued, yet the subject manifested destabilizing effects during the subsequent Petal Stage of the Aperture Cycle. Proponents argue this was a failure of the initial Examination Phase, not of the Verdict itself. The ambiguity underscores the fundamental tension in Tower governance: the conflict between the desire for definitive closure in Phase Delta and the inherently provisional nature of all catalogued subjects.
