Referential Quarantine

MS 1887.57 · Practices and doctrines

Referential Quarantine is the class of containment measures applied not to an item but to the web of citations that surrounds it. Where Textual Quarantine restrains a document and Ontological Quarantine restrains a thing's claim to exist, Referential Quarantine restrains the article's capacity to be pointed at: it severs the item from the holdings that cite it, and them from one another, until the subject can be consulted but not followed. The practice is administered by the Quarantine Authority and is the only containment class in the Tower whose success is measured by the absence of readers rather than the absence of the item.

The governing instrument is Fifth Concordance, Annex 9, which defines a referential cluster as "any item and the not fewer than three holdings that name it, together with those holdings' own citers to a depth of four." Under the Annex, a cluster is quarantined when the depth is reached, not when the item is dangerous. The distinction has been litigated.

Origin

The practice originates in the winter of the year recorded as 4,417 by the Stairwell Calendar, following an incident on a floor whose number the Quarantine Ledger now records only as sigma-9. A catalogue entry for a species of stair-rail finial had accumulated, over some eleven years of routine cross-citation, four hundred and six separate references from the holdings on maintenance, heraldry, acoustics, and — in three cases that were never satisfactorily explained — funerary practice. Librarian Ospra Vell, then a junior examiner of citations, observed that no reader had requested the finial itself in living memory; every reader who arrived had come from another holding and gone on to a third. The finial had become, in her phrase, "a corridor with a doorknob on it."

The Quarantine Authority adopted her recommendation within the season. Her original memorandum survives in the Annex Register of Motions and is unusually short for the genre:

"We are not containing the object. The object is a finial and has done nothing. We are containing the routes to it, which have begun to breed."

— Librarian Ospra Vell, memorandum of sigma-9, Annex Register of Motions

Method

Referential Quarantine proceeds by the laying of a citation break: the citing holding retains its reference but the reference no longer resolves, and a marginal mark, the broken bracket, is entered in the citing text by hand. Breaking is never automated. The Scriptorium of Margins has held the commission since 4,431 and employs eleven copyists whose sole duty is the drawing of brackets that do not close.

The depth of four is the Authority's standing figure and has never been revised, though Seventh Concordance, Annex 2, asserts a depth of six and is widely regarded as the product of a drafting error carried forward by respect for the drafter. The Authority has declined to reconcile the two documents on the ground that reconciling them would itself be a reference.

Items under Referential Quarantine are held in the Quarantine Annex, principally on Floor 9,002 and the six floors adjacent to it in the Annex's non-sequential ordering. They are not held under Stasis Quarantine and are not subject to Quarantine Lensing; the Authority has twice ruled that these measures are for items, not routes. Readers may consult a quarantined item on written application. They may not cite it afterwards, and the application form contains a line for the surrender of any notes taken, which is collected at the door.

Interaction with other containments

Where an item is already under Textual Quarantine or Ontological Quarantine, Referential Quarantine is applied only to the citers, never to the item, which would otherwise be contained twice and would in the Authority's words "begin to look important." The Inventory and Quarantine Protocols set out the technical standard for the citation break in section 14 and the standard for its removal in section 15; section 15 has been invoked four times, and on each occasion the break was reinstated within the year, once at the request of the item.

The Department of Acoustic Quarantine has an unusual standing arrangement with the Authority: where a citation is broken, the copyists are required to work in silence, on the finding of 4,462 that a spoken reference leaves an audible trace in the margin and that the trace can be followed by a sufficiently patient reader. Visiting scholars are asked to remove their boots at the Scriptorium threshold.

Objections

The Doctrine of Predictive Quarantine holds that containment should anticipate the growth of a cluster rather than pursue it, and its partisans argue that Referential Quarantine is a rearguard practice, forever breaking links that have already been made. The Authority's answer, entered in the Ledger under 4,489, is that a link anticipated is a link presumed, and that presumption is a kind of citation. The dispute is old and cordial.

A sharper objection was raised in 4,503 by Vell herself, then long retired, who noted that the founding memorandum of her youth had been cited two hundred and eleven times by holdings on containment practice, and that it was therefore itself a referential cluster of the first order. She requested that it be quarantined. The Authority declined, recording that the memorandum was "of administrative value," a phrase it has never defined and which appears in no other entry in the Quarantine Ledger.

Unresolved record

The broken bracket is not counted among the Textual Quarantine marks, and no census of citation breaks has been completed since 4,470, when the count reached sixty-one thousand and the examiner stopped. The Examiner's note for that year reads only: "They continue to close."
