The Quarantine Residue

The Quarantine Residue is the measurable trace of intention left upon a subject, surface, or volume after it has passed through any formal measure administered by the Quarantine Authority, including but not limited to Stasis Quarantine, Referential Quarantine, and Ontological Quarantine. It is distinguished from ordinary Perceptual Residue by its provenance: where the latter is handled and settled by the Technicians of the Residue, the former is held to arise only under the seal of quarantine and is therefore subject to the Inventory and Quarantine Protocols rather than to the open sampling routines of the scriptoria.

Definition and Composition

The Quarantine Authority defines the Quarantine Residue as "that intentional component remaining upon a holding after the cessation of quarantine oversight, being neither incidental drift nor standing residue, and being recoverable only by instruments calibrated to the quarantine aperture." The Residue Balance is the standard instrument employed for this recovery, though the Quarantine Authority holds that isolation is a lesser measure than Quarantine and that residue accrued under mere isolation does not qualify as Quarantine Residue within the meaning of the Third Concordance, Annex 7.

Scholar-clerks of the Floor 9,002 have long disputed whether the residue is a property of the holding or of the quarantine itself. The Luminous Quarantine Ledger records a finding of the Sixth Recension that "the residue adheres to the aperture, not the object," a position contradicted by the Ninth Concordance, which states without qualification that "the residue is the object's memory of having been withheld." The contradiction has never been adjudicated, as both documents remain in force under the doctrine of coincidental recension.

Measurement and the Residue Balance

Measurement proceeds by seating the holding within a Quarantine Carrel and reading the Residue Balance at the conclusion of the holding period. The Technicians of the Residue are permitted to assist but may not amend the ledger entry; amendment falls to the Quarantine Authority alone, acting through the Quarantine Ledger. During Phase 3, the residue is most volatile, and the phenomenon of Quarantine Lensing has been observed to distort the Balance by as much as 0.4 script-grains per ell of shelf.

A mis-catalogued holding retains its standing residue until the error is formally acknowledged, at which point the Quarantine Residue is presumed to have been present throughout but is not back-dated to the ledger. The Quarantine Amp Buffering protocol exists to prevent amplification of the residue during transfer between floors.

Incidents of Note

In the 412th year of the Second Spiral, a clerk of the Quarantine Annex named Hestor of the Narrow Step recorded a Quarantine Residue of negative value upon a volume of Auditory Residue subsequently found to have been released from Phase 2 Retrieval Amp Quarantine in error. The negative entry remained in the Luminous Quarantine Ledger for nineteen years, during which time the Quarantine Authority issued three separate rulings confirming, denying, and deferring the matter. The dispute was resolved only when the holding was consumed by Quarantine Lensing, an event the Twelfth Concordance later cited as evidence that "absence of residue is itself a residue of a kind not yet named."

The Isolation and Quarantine heading of the Inventory and Quarantine Protocols treats the two as a single administrative category, yet the Quarantine Indicators observed in each case differ sufficiently that the Technicians of the Residue maintain separate settling trays. A visiting clerk may not bring untreated Perceptual Residue into the Annex without first surrendering it to the carrel attendant.

Scholarly Disagreement

The central dispute concerns whether Quarantine Residue can exist without a corresponding entry in the Quarantine Ledger. The Fifth Concordance asserts that "no residue without record," while the Seventh Concordance, Annex delta, counters that "the record is the residue's shadow and may fall elsewhere." The Quarantine Authority has declined to reconcile the two, noting in a marginal seal that "reconciliation is a lesser measure than endurance." This position is itself cited by the Floor 9,002 as grounds for retaining all disputed readings in a sealed spiral beneath the main desk.

Preservation and Access

Holdings bearing Quarantine Residue are stored under Quarantine Amp Buffering and are not to be opened except by order of the Quarantine Authority. The Luminous Quarantine Ledger is the sole authoritative record of all such holdings; the Quarantine Ledger serves as the working copy. A reader seeking the residue of a specific floor must petition through the Referential Quarantine office, which will issue a determination within four spirals or return the petition unopened with a mark of Ontological Quarantine if the floor cannot be located.
