Procedural Triggers
Transition from a provisional or temporal quarantine to Phase 3 is governed by a strict set of criteria, most notably elaborated in the rulings following Event LS-12. The primary triggers are:
- Chronic Discrepancy Inertia: When a subject, such as the Chen Discrepancy, demonstrates no measurable change in its anomalous properties across three consecutive review cycles, despite applied normative pressures.
- Contagious Ontological Uncertainty: When the subject's mere presence in active cataloguing spaces induces proportional anomalies in unrelated holdings, as documented during the Consolidation Phase of Cycle 188.
- Exhaustion of Curatorial Pathways: When all methodologies outlined in the relevant Provisional Protocol Summary have been executed without generating a verifiable result, and the Office of Verification confirms no new pathways can be sanctioned.
Physical & Environmental Parameters
Phase 3 holdings are transferred to designated permanent archival quarantine zones. The environmental specifications for such zones are extraordinarily precise, intended to eliminate variables that might inadvertently re-engage the subject. Key requirements include:
- Installation of Harmonic Suppression Plates on all bounding surfaces to dampen acoustic resonance to a baseline of 2 dB.
- Atmospheric exchange, if permitted, must occur through a single, regulated point, such as the Lambda Shaft servicing Spiral 77-Gamma.

The declaration of Phase 3 initiates several immutable administrative processes. The subject’s original acquisition tag (e.g., A-77b) is permanently retired and replaced with a P3-class identifier. All cross-references to the subject in active concordances and finding aids are appended with the sigil "", indicating "resolved via stasis." Perhaps most significantly, the subject is formally removed from the queue of the Grand Vigil, its theoretical threat considered administratively neutralized under the Doctrine of Predictive Quarantine. The primary scholarly controversy surrounding Phase 3 is not its application, but its philosophical implications. The "Finalist School," which includes most serving Librarians, holds that Phase 3 represents a dignified and logical endpoint for irreconcilable knowledge. The "Momentum School," conversely, views it as a failure of curatorial imagination, a surrender to procedural convenience that violates the Tower's foundational mandate to catalogue. This school often cites the "vanishing" of certain Phase 3 holdings from even static inventories as evidence that true stasis is impossible, and that the subjects are merely undergoing unobserved transformations.
Petition for Reassessment
While considered permanent, Phase 3 status is technically subject to petition for reassessment. The process, detailed in Concordance 12, Clause 404, is prohibitively arduous.
