The Treatise on Luminous Quarantine
MS 9626.04 · Practices and doctrines
The Treatise on Luminous Quarantine is the standing instrument governing the containment of photophobic and light-sensitive holdings within the Tower, ratified by the administration of Prefect Aris in Year 1843 of the Omicron Calendar and emended thirty-one times in the years since. It is best known for the doctrine of the witnessing intelligence, for the luminal schedules it imposes on Active Floors, and for having brought the Quarantine Authority and the Office of Luminous Accounting into a jurisdictional dispute that has not been fully resolved. The Treatise was first inscribed on Luminous Papyrus, and copies taken from that recension remain the only ones admissible in proceedings before the Concordance bench.
Origin and ratification
The Treatise emerged from a decade of irregular practice on the upper quarantine tiers, where keepers had for some time been confining light-sensitive holdings behind screens of their own devising. The absence of a common standard produced the so-called Devising Disputes, in which neighbouring carrels maintained mutually incompatible darknesses; on one occasion a single gallery on Floor 112 was recorded as both Sanctuary Dark and Active Illumination at the same hour, with each carrel citing a different local rule. The Quarantine Authority referred the matter upward, and the resulting instrument was ratified in 1843, following which the College of Luminous Anomalies was formally chartered to serve as its interpretive body.
Ratification did not settle the Devising Disputes so much as absorb them. The Treatise on Luminous Quarantine establishes the Luminous Quarantine Ledger as the sole authoritative count of quarantine carrels and directs that the Ledger be kept in Luminous Verdian ink on Luminous Papyrus, a requirement now restated at every opening of the annual audit. The choice of ink is not decorative: verdian markings remain legible during Sanctioned Darkness, and the audit is sometimes conducted in it.
The luminal schedules
Articles 14 through 19 assign each class of holding a luminal condition, an atmospheric condition, and a permitted duration of exposure. Phase 2 holdings are held under moderated light and may be inspected at will; Phase 3 holdings are subject to stricter limits and, since the Ninth Emendation, to a documented inspection interval not exceeding forty days. Quarantine Indicators are posted at every door to record the class and the last inspection, and a carrel whose indicator cannot be read is treated as Phase 3 until it can.
On Active Floors the Treatise requires either Active Illumination or Sanctioned Darkness, with no intermediate condition permitted. The distinction is enforced by the floor warden, whose written declaration fixes the state for the day; keepers who require both — because a gallery holds holdings of two classes — must divide the gallery by a physical screen bearing an indicator on each face. A warden on Floor 9,002 was censured in the winter of 1891 for declaring Active Illumination on one side of a screen and failing to declare anything at all on the other, on the ground that the far side was "not presently in use." The censure stands as precedent: an undeclared gallery is a Phase 3 gallery.
The witnessing intelligence
The Treatise's most discussed provision is its theory that photophobic holdings are stabilized by the presence of a witnessing intelligence during periods of low light. The holding does not require illumination, the theory runs, so much as the assurance that it is being observed in the dark without being lit. Clause 22.b therefore specifies the Lambda-9 Quarantine Grid inscribed on the floor of the Hall, by which a single witness may be positioned to cover a prescribed arc of carrels without entering them.
"A holding shall not be left unwitnessed in Sanctioned Darkness for a period exceeding the witness interval; and the witness, being present, shall not speak, shift the lantern, or be relieved without notice given at the door."
— Treatise on Luminous Quarantine, Article 22, clause 22.b
Disagreement persists over what the witness is for. The Concordance of Witnesses holds that the stabilising agent is the fact of observation and that the identity of the witness is immaterial; the Second Concordance, Annex 7, holds that a witness must be a sworn Librarian, and that a holding witnessed by a layman in error must be re-witnessed from the beginning of the interval. Both are cited in current practice, generally by whichever office finds the other's reading inconvenient. The Office of Luminous Accounting has declined to adjudicate the question, noting in its third circular that the Concordances contradict one another and that the Treatise does not say which prevails.
Relationship with adjacent instruments
The Treatise is frequently confused with the Treatise on the Persistence of Vibration, which outlines a procedure for isolating a subject in a Luminous Quarantine chamber. The two instruments share a vocabulary and nothing else. Vibration isolation requires a chamber continuously occupied by the subject; luminous quarantine requires a carrel continuously witnessed from outside it. In 1907 a keeper at the Annex, applying the wrong instrument, sealed himself into a chamber with the subject and left the carrel unwatched; the resulting inquiry produced the standing notice that the two Treatises are to be shelved no closer than four bays apart in any reading room.
Where the Treatise governs confinement by light, Referential Quarantine, Ontological Quarantine, and Quarantine Lensing fall outside its scope, though holdings transferred between regimes are counted in the Ledger during transit. Quarantine Amp Buffering was developed under Article 31 and remains the only apparatus specifically authorised by the Treatise.
Amendments and open questions
The thirty-one emendations have mostly concerned the schedules rather than the theory. The Nineteenth Emendation added the requirement that inspection intervals be recorded on Luminous Mortar plaques set into the corridor wall, on the reasoning that a plaque is harder to lose than a leaf of paper. The Twenty-Sixth adjusted the witness interval from ninety minutes to seventy-five, a change opposed by the College of Luminous Anomalies on the ground that the interval had never been derived from anything and should therefore not be altered. It was altered.
What remains genuinely unsettled is whether the witnessing doctrine binds holdings that have never been observed to be photophobic in the first place. The Office of Luminous Accounting maintains that classification precedes witnessing and that an unclassified holding in the dark is simply an error; the College maintains the reverse, that witnessing is the means by which classification is discovered, and that a holding witnessed by no one is of no class at all. The question has been referred to the Concordance on Unclassified Dark and remains there. In the meantime, keepers are instructed to witness first and classify afterwards, and to record both in the Ledger in verdian ink.
