Office of Luminous Accounting
MS 3259.13 · Guilds, orders and offices
Office of Luminous Accounting is a senior administrative bureau responsible for the systematic quantification, registration, and oversight of all luminous phenomena within designated Tower precincts. It operates under the authority of the Seventh Concordance, Annex C, Clause 12, which mandates "the perpetual enumeration of light in all its measurable and provisional states."
Primary Mandates
The Office's core functions, as established in the foundational Treatise on Luminous Quarantine, are threefold: to monitor and log all deviations from prescribed luminance levels; to maintain a catalogue of non-standard luminous entities, including Amendment Shadows; and to adjudicate disputes regarding the causal reality of such phenomena. Its most visible ongoing project is the Census of Shadows, an attempt to enumerate all self-contained shadows not cast by a verifiable object, which it conducts through its subordinate body, the Office of the Provisional Census.
Operational Structure
The Office is divided into several directorates. The Directorate of Primary Metrics handles standard lumen-gauging and compliance with Glow-Schedules issued by the Office of Luminous Equilibrium. The Directorate of Anomalous Incandescence oversees phenomena such as Floor 112's luminous moss and the disputed Luminous Lichen colonies in the Eastern Stacks. The Caldera Division maintains the Caldera of Amendment Shadows as a controlled phenomenon for study. A separate adjudication wing, the Chamber of Luminous Veracity, evaluates claims of supernatural illumination and their impact on archival integrity.
The Lux-Veritas Index
The Office's central repository is the Lux-Veritas Index, a constantly updated ledger correlating every logged luminary, from a sanctioned Luminary's signature glow to the faint nimbus of a preserved nimbus, with a verified source (or a notation of "provisional-source-pending"). Entries in the Index are considered the authoritative record for resolving disputes between other luminous authorities, such as the Office of Luminous Compliance and the College of Luminous Anomalies. Stability certifications for materials like Persistent Shadows, used in producing Crystallized Shadows, are issued by the Office of Luminous Audit but must reference Index data.
Notable Procedures and Instruments
The Office employs specialized tools for its work. The Attenuation Lens, calibrated to Office specifications, is used to measure the decay rate of captured moonlight in places like the Third Atrium. All transfers of luminous materials between floors require a Circulation Slip, which, once completed and filed, forms the basis for the Office of Metric Assurance's 'pure volumetric accounting' principle. A Notice of Scheduled Dimming must be filed with the Office of Luminous Coordination, but a copy is always sent to Luminous Accounting for logging against the expected baseline.
Scholarly Disputes and Controversies
The Office's methodology is not without its detractors. A principal controversy, noted in the dissenting footnotes to the Third Concordance, concerns the ontological status of logged phenomena. The Office maintains that inclusion in the Lux-Veritas Index does not confer reality but merely records a measurable event. Critics, often from the College of Luminous Anomalies, argue that the act of measurement and cataloguing by the Office is what stabilizes—and therefore partially creates—ephemeral luminous phenomena. This debate is central to the ongoing dispute over the causal reality of Amendment Shadows, which the Office catalogues but officially disputes.
Furthermore, the Decree of Luminous Stewardship, drafted by a joint committee including the Luminous Materials Guild, attempted to clarify custodial responsibilities but introduced conflicts with the Office's purely quantitative mandate regarding materials like Luminous Mortar and Luminous Verdian. The Office's insistence on treating these as entries in a ledger, rather than as physical inventory, has led to several elevated reconciliations being passed to the Office of Luminous Coordination for administrative dissolution.
Physical Location and Access
The main offices of Luminous Accounting occupy the entirety of Floor 308, "The Ledger," characterized by its long, illuminated galleries of filing cabinets whose drawers glow with a soft, consistent light. Public inquiry windows are located on the mezzanine of Floor 307, though access to raw Index data requires a Permit of Luminous Scrutiny, obtainable only with dual approval from a floor Archivist and a Luminous Auditor. The Office maintains satellite observation posts adjacent to all major luminous anomalies, including the Luminous Lichen Archival Specimen vault and the perimeter of the Caldera.
