The Department of Marginalia is the formal administrative unit within the Tower responsible for the oversight, collation, and systematic analysis of marginalia appended to official documents. Initially an informal designation for scholars who studied such annotations, the department was formally constituted under Concordance 22.9 in the aftermath of Algernon's Theorem on Conceptual Plenitude.

Formation and Jurisdiction

Prior to formalization, the study of marginalia was conducted by the loose association of scholars known as the Marginalia School. The department’s creation was mandated to “render legible the whispers in the margins” and to adjudicate conflicts between primary text and annotated commentary. The department’s work is divided into three primary Directorates.

• The Directorate of Acquisition and Authentication: Tasks clerks with the physical collection of marginalia from departmental archives and the verification of provenance.
