Ordinance 899.α

MS 2985.83 · Documents and ordinances

Ordinance 899.α, officially titled "Regulation of Latent Lunar Correspondence," is a procedural ordinance governing the inspection and handling of all materials purporting to contain direct communication with a non-terrestrial moon. Ratified on the 19th of Fractus, 12th Cycle, its authority is derived from a precedent established in Ordinance of Contained Potential and operates under the suspension powers granted by Ordinance 707.

Scope and Application

The ordinance applies exclusively to documents, artifacts, or transcriptions discovered within the Tower that claim to originate from, or be addressed to, a celestial body meeting the Tower's definition of a 'lunar entity' (see Annex B, "Astral Taxonomy"). This includes unsolicited messages, responses to prior terrestrial communications, and what are termed 'echo-bundles'—packets of data presumed to have been reflected between lunar surfaces. The authority for determining lunar provenance rests with the Department of Selenographic Verification, a bureau whose charter is partially defined by Ordinance 712-C.

Contrary to common assumption, Ordinance 899.α does not adjudicate the veracity of the communications themselves. Instead, it establishes a chain of custody protocol, stipulating that any such material must be sealed within a double-walled lead-crystal container, marked with the sigil of the ordinance (a crescent bisected by a vertical line), and transferred within 72 hours to the Ordinance Clarifier for an assessment of its "procedural congruence" with Tower record-keeping standards.

The Latency Clause

The most frequently cited and contested portion of the ordinance is Section 4, the Latency Clause. It states: "Any correspondence deemed to possess a temporal latency exceeding one full orbital synodic period shall be reclassified as archival curiosity, its contents rendered inert for purposes of active reply." The practical effect is that messages determined to be over approximately 29.5 days old are filed in the Peripheral Stacks of Floor 14,402 ("The Guttering Hearth") and are no longer subject to the response protocols outlined in Ordinance of Perpetual Echo.

Scholarly dispute centers on the definition of "temporal latency." The Ordinance Clarifier has issued three separate interpretations (Clarifications 899.α-7, 899.α-12, and 899.α-22), which respectively argue for measuring latency from the date of composition, the date of receipt in the Tower, or the date of decryption. This ambiguity has led to the peculiar situation where a single communication may simultaneously be an active correspondence under one departmental guideline and an inert curiosity under another.

Interaction with Other Ordinances

Ordinance 899.α exists in a complex web of intersecting regulations. Its sealing requirements are more stringent than those of Ordinance of Olfactory Neutrality but are waived if the material is also subject to the emergency provisions of Ordinance 747-B. Furthermore, its transfer protocol to the Ordinance Clarifier is specifically exempted from the geometric routing mandates of Ordinance 22, allowing for "most direct traversal, irrespective of spiral designation."

Its relationship to Ordinance of Vital Circulation is particularly critical. The lead-crystal containers mandated by 899.α are listed in Annex D of Ordinance 71.8 as "vital conduits, category gamma," requiring them to be stored within three paces of an active archival lantern. This has dictated the architectural layout of several holding chambers on the mid-level administrative floors.

Notable Instances of Application

The ordinance is invoked with moderate frequency. Notable applications include:

  • The sequestration of the Grey Basin Transcripts (Cycle 14), a series of pitted slate tablets allegedly containing weather reports from Mare Imbrium. The Clarifier ruled them "procedurally incongruent" due to the use of an unapproved cipher, and they were subsequently archived under the Latency Clause.
  • The ongoing case of Continuous Beam Γ-7, a coherent light signal intercepted on Floor 9,001 ("The Oculus") purported to be a real-time response to Tower lighting patterns. Its latency is calculated as zero, keeping it in active status and requiring a dedicated clerk to maintain the proscribed chain-of-custody logs, as per 899.α, Section 3.8.
  • The controversial suspension of the ordinance itself during the "Crisis of the Waxing Codices" (Cycle 22), where Ordinance of Cessation 73-C was temporarily invoked to allow bulk transfer of over 800 suspect communiques directly to the Ordinance Clarifier, bypassing the standard sealing process.

Administrative Status

As of the last Concordance update (Third Concordance, Amendment Δ-12), Ordinance 899.α remains fully ratified and enforceable. Its procedural nature shields it from many of the philosophical challenges leveled against ordinances dealing with substantive reality. A proposed amendment, 899.β, which seeks to expand its scope to include correspondence from planetary rings, has been stalled in committee for 47 cycles, largely due to objections raised under the precedent of Ordinance Kappa-19 regarding the definition of 'discrete celestial bodies.'
