Ovc 1a

MS 3674.11 · Documents and ordinances

OVC-1a, officially titled the Statement of Voluntary Assertion, is the standardized declaration form by which a petitioner may initiate correspondence with the Office of Voluntary Correspondence regarding a subject of unverified ontological standing. Its submission represents a formal, albeit preliminary, claim of interest and is the primary prerequisite for the issuance of a Form OVC-22a.

"The act of assertion is not the validation of a thing, but the creation of a procedural space in which its validation might, in due course, be considered."

— Second Concordance, Annex Γ, Clause 7

Purpose and Function

The OVC-1a serves a gatekeeping function within the Tower's bureaucratic apparatus for handling non-existent subjects. It does not, in itself, confer reality or establish provenance. Rather, it formally notifies the Office of Voluntary Correspondence of an individual's or department's intent to engage with a conceptual placeholder. Upon receipt and preliminary review—a process that checks for completeness of form, not veracity of content—the OVC-1a triggers the obligations outlined in OVC Directive 14.7, mandating the Office to issue a Form OVC-22a within three working days. The OVC-1a is thus the catalyst for the entire anticipatory filing process.

Form Structure and Required Fields

The form is printed on lightweight, buff-colored stock, distinct from the heavier watermarked paper used for the subsequent OVC-22a. It consists of five fields:

Submission and Processing

Completed OVC-1a forms are to be deposited in one of the designated brass slots located in the antechamber of the Office of Voluntary Correspondence on Spiral 74, Aperture Delta. There is no fee for submission. Per Directive 14.7, the Office's Clerks of First Receipt have a 24-hour window to perform a formal sufficiency review. A form deemed insufficient is returned via pneumatic tube to the declarant with a pink "R-3" slip indicating the deficiency. A sufficient form is logged in the Daybook of Preliminary Assertions (Volume ongoing) and assigned a docket number, which is then attached to all subsequent documentation, including the eventual OVC-22a.

Doctrinal Significance and the Principle of Anticipatory Concession

The existence of the OVC-1a is a direct operationalization of the Principle of Anticipatory Concession, which holds that the administrative capacity to receive a claim about nothing must precede any adjudication of that claim's merit. Scholars of procedural ontology, notably the school of Falbert of the Uninked Quill, argue that the OVC-1a is the most critical document in the chain, as it represents the precise moment a non-thing enters the Tower's bureaucratic consciousness. Critics, such as the Lateral Indexers Guild, counter that the form is a redundant formality, as the Triaging Officer's Conjecture applied later in Field 11 of the OVC-22a effectively re-evaluates the same data.

Archival Status and Cross-Referencing

The original, signed OVC-1a is retained by the Office of Voluntary Correspondence for a period of ninety-nine years, filed sequentially by docket number. Its information, however, is considered subsumed by the more authoritative OVC-22a. A cross-reference notation is added to the master file maintained by the Registry of Provisional Holdings upon the Registry's receipt of the cerulean archive copy of the OVC-22a. After the retention period, the OVC-1a is pulped and the fibers are used in the production of the watermarked Clean Page stock, creating a closed loop of assertion and receipt.
